Is it possible that clean air could be a luxury?

I just read this article on NPR about the air conditions in China, specifically Beijing, which is where the writer is from. You can see the whole article here. Can you imagine not being able to leave the house because the air is so bad that you'll probably get sick just being outside? The article also said that all this pollution could take five years off the average lifespan. Frightening.
What things do you think that we could be doing to prevent things like that from happening here? Little tiny things that won't affect us too much, but that could make a big difference for our health... Ideas?
