Children's Trust Fund

On February 1, 1983, the Sacramento County Board of Supervisors established the Sacramento County Children's Trust Fund (CTF), and asked the Sacramento County Children's Coalition to administer it.
 
The result of State legislation in 1982, the CTF adds $4.00 to the cost of certified copies of birth certificates, in order to help fund child abuse and neglect prevention and intervention programs in each California county. 
 
In Sacramento, the CTF is made up of caring and committed community members with a track record of superior service to children and an understanding of the complex systems and issues impacting child safety and wellness in the community.  Sacramento's CTF is currently providing funding for three programs, as a result of a competitive RFP process in 2012:
  • KidsFirst - Provides family support to children ages 6 through 17 and their families including low income families of Citrus Heights, families with past involvement in child welfare, families with history of domestic violence, grandparents and other caregivers.

  • Stanford Settlement Neighborhood Center - Provides a Social Development Group Program for children referred through the Twin Rivers Student Attendance Review Board, school social workers and counselors, other social service agencies, parents and children themselves. The program offers opportunities that foster resiliency in children ages 6-12 who have been abused or neglected or at risk of abuse or neglect; as well as social development and other supportive social services to their families including home and school visitation.

  • WEAVE, Inc. - Educates parent victims about the trauma experienced by children who witness domestic violence and improve their ability to talk to their children about the violence.

In addition, the Children's Trust Fund provides ongoing funding to the Child Abuse Prevention Center for comprehensive, County-wide prevention work, including: 1) promoting prevention and intervention of child abuse and neglect through operation of an information and referral phone line; 2) Educate and train mandated child abuse reporters in the definition, detection and legal reporting responsibilities in child abuse and neglect; and 3) Review and assess the performance, training, education and outreach needs of the child protection, safety and service delivery system in Sacramento County, including coordination of the Sacramento County Child Death Review Team and publication of the annual Sacramento County Child Death Review Report.

Children's Trust Fund Committee meetings in 2015 will be held the fourth Friday of each month (unless otherwise stated), from 9:30am to 11:00am, and are open to the public.  Please see the agenda for meeting location.   Meeting agendas and minutes may be found below.
