High School Admissions

Methodology for Evaluating Students for Admissions
High schools
On March 31, New York State passed a law that prohibits the use of State ELA and math tests for
students in grades 3–8 as the sole, primary, or major factor for placement decisions. Specifically, the law
and implementing regulation state that school districts are not permitted to make any student promotion
or placement decisions based solely or primarily on student performance on the State English language
arts and mathematics assessments for grades 3–8. However, school districts may consider student
performance on State assessments in promotion or placement determinations provided that the district
uses multiple measures in addition to State assessments and provided that such assessments do not
constitute the major factor in such determinations.
In light of this new law, Screened, Audition, and Educational-Option schools must be aware of the
following changes:
▪ Schools that utilize rubrics and rank students based on student academic data may not use
standardized test scores as the sole or primary criterion, or even a major factor when multiple
measures are used, to determine the ranking of applicants. Schools will be asked to share rubrics
with the NYCDOE and additional monitoring may follow by the Office of Auditor General.
▪ Students who score in the top 2% on the State ELA assessment will no longer be guaranteed or
prioritized in offers to any Educational Option programs they list as their first choices. The
language that described this “top 2% guarantee” has been removed from the 2014–15 Directory
of NYC Public High Schools that was delivered to schools on June 23.
▪ The directory pages for schools with screened, audition, and screened: language and academic
programs will include reference to the State law.
