Adaptation Catalyst

The Adaptation Catalyst tool is developed together with Deltares for the EU STAR2C project. The Adaptation Catalyst tool helps (local, regional and national) planners with Dynamic Adaptation Pathways Planning.

Regional planning, urban planning and water management planning has always been a complex process of trying to balance the interests of very different actors and stakeholders. The task is even further complicated by the notion that the future for which we are planning is very uncertain. All kinds of processes and dynamics are being played out, over which the planners have virtually no control. Still, these dynamics are creating the situation for which the planners are supposed to make plans. The current Climate Crisis and all discussions about Climate Change significantly adds severity to this discussion.

It comes as no surprise that the planners and decision makers are very much in need of tools and methods that help them to map out these dynamics, the uncertain futures, and the anticipated costs and benefits of the interventions they propose. And this analysis has to be presented in a transparent way, as to enable discussions on the most important basic assumptions and perspectives.

Carthago Consultancy has cooperated with Deltares on the development of the DAPP method (Dynamic Adaptation Policy Pathways method) to deal with these issues. One of the tools in the DAPP approach is the Adaptation Catalyst tool.

The Adaptation Catalyst tool is a tool to help facilitate and streamline the discussions on future dynamics, proposed interventions and assumed benefits and effect of interventions under various scenarios.

The tool focuses on long-term pathways of adaptations, and helps to defined these long term pathways. Pathways are developed by defining a sequence of projects of interventions. These Pathways (sequenced of proposed interventions) are evaluated for their effects and impact under future scenarios, but also on costs and co-benefits.
