Mission Statement, Goals, and Objectives


From the Commander

As the civilian auxiliary of the United States Air Force, Civil Air Patrol is charged with executing three extremely important missions: developing tomorrow's leaders through our cadet program, assisting our communities in times of need by way of our emergency services missions, and engaging our location's youth and adults through aerospace education and promoting STEM. In order to execute these duties in a professional and exemplary manner, it is fitting and proper to set goals and devise plans through which we may achieve these goals.

To that end, the Westover Composite Squadron has developed a mission and vision statement, as well as SMART goals, that set a clear objective towards which our volunteer members strive. By placing these goals in public, not only do our members have an easy way to check their own progress, but our trustees, the public, may see the great achievements towards which Westover Composite Squadron is diligently working.

Mission Statement

Westover Composite Squadron Goals

AEROSPACE EDUCATION
  •     Command Goal:
    • Recruit 2 AEOs, one internal and one external, by 31 DEC 2015
      • Internal AEO recruited 5 FEB 2015
  • Internal Aerospace Education Goals:
    • Pending meeting
  • External Aerospace Education Goals:
    • No external AEO recruited yet

EMERGENCY SERVICES

  • Command Goal
    • Reach out to inform local police, fire, and EMS services of our capabilities and work with Wing-Level ESOs to execute this goal.
    • Make contact with the 439th AES and other on-base units to discuss possible assistance and mutual aid.
      • Meeting with Col Lupenski completed in April and joint-training with 439th AES/ASTS coming in June
    • Develop a consistent, long term plan for training operations which will result in the standing-up of at least one ground team and one air team
      • ESTO completed training plan and is currently in execution phase
  • Director Goals:
    • Pending SMART worksheet filing

CADET PROGRAMS

  • Command goal:
    • Create a plan which successfully and consistently recruits quality cadets into the unit (ie. Great Start)
      • Great Start program implemented 27 FEB 15
    • Create and utilize a retention system for our cadets
      • Mentoring program implemented in March
    • Identify any perceived needs or shortcomings in the program and work to covercome these factors.
  • Director goal:
    • Assign one cadet officer for recruiting and one dedicated cadet staff member for retention to achieve a 75% retention rate by 1 MAR 2016
      • Recruiting and retention cadets assigned in FEB.
    • Create and execute an action plan for recruiting, retention, and mentoring, to include a scheduled block for mentoring, by 1 APR 2015
      • Great Start and mentoring plan formalized in late MAR

PUBLIC AFFAIRS

  • Command goal:
    • Create a communication plan which releases at least one press release per quarter and informs the public of major events or milestones of the Westover Composite Squadron and its members.
  • Director goals:
    • Coordinate an appearance on MassAppeal by 21 AUG 2016
    • Recruit or assign an assistant PAO by 21 AUG 2016

FINANCE

  • Command goal:
    • Sit down with the financial committee as soon as possible to learn of the budget and other procedures
      • Information received 10 FEB 2015
    • Identify any perceived issues and report up the chain for resolution
      • No issues detected
  • Director goals:
    • Achieve a technician rating in finance by 22 JUL 2015
    • Bring the bank reconciliation reports from Wing to quarterly Finance Committee meetings, as available from Wing
    • Create a realistic and functional budget by 15 OCT 2015
    • Have the commander sign the Consolidated Finance Authorization (CFA) to be submitted by 1 NOV 2015

PROFESSIONAL DEVELOPMENT

  • Command goal:
    • Have a meeting with PDO to take inventory of squadron personnel and their progression in the PD program
  • Director goal:
    • Pending filing of SMART goals sheet

COMMUNICATIONS

  • Command goal:
    • None set
  • Director goal:
    • Form communications support teams to provide 24-hour mission support coverage utilizing both VHF and HF units by 31 MAR 2016
    • All ES personnel successfully transition to ICUT by 31 AUG 2015
    • All members passing the ICUT theory portion will receive their hands-on practical evaluation within thirty (30) days
    • Explore costs and permission and, if able, install one (1) additional base VHF antenna by 30 SEPT 2015, one HF vertical antenna by 30 DEC 2015, and extend hangar emergency power to the communications office by 31 DEC 2016
      • Possibility of emergency power being extended. Plan is currently being work on.

ADMINISTRATION

  • Command goal:
    • None set
  • Director goal:
    • Complete the personnel filing system by 30 APR 2015
    • Achieve master rating in personnel by 30 SEPT 2016
    • Complete the Officer Basic Course (OBC) by 30 SEPT 2015

RECRUITING AND RETENTION

  • Command goal:
    • None set
  • Director goal:
    • Increase one year retention rate by 50% by 31 DEC 2015
    • Increase cadet membership by 50% by 31 DEC 2015
    • Increase senior membership by 25% by 31 DEC 2015
