for acquisition of a judgment on the transfer to compulsory mental health care, see Mental Health Act, Chapter 5, in a psychotic state to have made anotherwise criminal act, namely, breaking:
The Penal Code § 147a, first paragraph, a and b, see § § 148 first paragraph, first sentence option and 233 subsections of having committed a terrorist act, by violating Penal Code § 148 first paragraph, first sentence alternative (to cause cracking whereby loss of life and widespread destruction of foreign property can be easily caused) and Penal Code § 233, first and subsection (premeditated murder and there are particularly aggravating circumstances), with the intent to interfere seriously a function of fundamental importance in society, as the executive authority, or cause serious fear in a population.

Basis:

Friday 22 July 2011 approx. at. 15.17 Grubbegaten in Oslo, after prior consideration and planning, he parked a VW Crafter van with registration number 99834 BR outside the entrance to the high-rise ministries, the offices including the Prime Minister and Minister of Justice. Together, stayed there at least 250 people in high-rise building and the surrounding ministerial offices, and approx. 75 people in the streets in the immediate vicinity. In the car he had placed a bomb made of approx. 950 kg, consisting among others of fertilizer, diesel and aluminum. He ignited a fuse with approx. seven minutes burn time, and then left the site on foot and on a previously deployed getaway car, a Fiat Duplo with registration VH 24605. The bomb exploded at. 15.25.22 with tremendous firepower and shock wave in line with his intentions, and brought a large number of  people who lived in the buildings of the Government buildings or on street level, in immediate danger, and caused massive property damage of the same buildings and surrounding buildings. In the explosion killed him following eight persons, all of which were caused extensive blast damage, thus:

1 Jon Vegard Lervåg, born 17 February 1979,he found himself at the entrance to the high-rise building, close to the van and died instantly of massive injuries caused by the shock wave and shrapnel / objects that struck him. 

2 Ida Marie Hill, born 20 February 1977, she was at the start of high-rise building, close to the van and died instantly of massive injuries caused by the shock wave and shrapnel / objects that hit her.

3 Hanne Ekroll Løvlie, born 29 June 1981, she was outside the entrance to the tower block, and died quickly of the extensive injuries to the head and body caused by the shock wave and shrapnel / objects that hit her.

4 Annelise Holter, born 16 September 1959 she was in the reception area on the first floor of the tower block, and died instantly of extensive damage in the neck and spinal cord caused by the shock wave and shrapnel / objects that met her

5 Hanne Marie Orvik Endresen, born 21 March 1950 she was in reception on the first floor of the tower block, and died instantly of extensive damage in the chest and abdomen caused by the shock wave and shrapnel / objects that hit her.

6 Kjersti Berg Sand, born 10 October 1984 she was in the reception area on the first floor of the tower block, and died instantly of massive injuries to the head and body caused by the shock wave and shrapnel / objects that hit her.

7 Kai Hauge, born 31 July1978, he was in Grubbegaten high-rise building at the entrance to the main entrance, and diedi nstantly of massive injuries to the head, chest and abdomen caused by the shock wave and shrapnel / objects that struck him.

8 Tove Knutsen Åshill, born 31 July 1954, she was near the fountain of Einar Gerhardsen place, and soon died of extensive injuries on the neck and chest caused by the shock wave and shrapnel / objects that hit her.

At the explosion, he tried also to kill a large number of people, including the other were in high-rise building and the street plan around it. He failed in his enterprise, but nine people were physically, seriously injured thus:

9 Vidar Vestli, born 23 August 1949 he found himself near the fountain of Einar Gerhardsen place, and suffered extensive fracture and laceration to the head / face and right leg, wounds in the chest and bleeding during the hard brain membrane. Vestli was admitted at the Oslo University Hospital, 22 July to 19 September 2011, where he was operated on an estimated 13 times. 10 Tone With Maria, born 17 July 1964, she was near the fountain of Einar Gerhardsen place, and suffered extensive injuries in the head / face, chest, arms and legs, fractures of the skull and facial bones and injuries in both ears. Artery on the left arm was severed, and there was damage to the nerves, muscles and tendons in the same arm. Damaged tissue may be removed from the breast. With was admitted at the Oslo University Hospital, 22 July to 26 august 2011, where she underwent several operations, including to removesplinters. 

11 Eivind Dahl Thoresen, born 16 February 1986, he was in Grubbegaten by Einar Gerhardsen place, and was applied among other significant injuries on his arms and legs, as well as burns on one arm. Thoresen was admitted at the Oslo University Hospital, 22 July to mid August 2011 and underwent four operations, including to remove splinters.

12 Harald Føsker, born 24 May 1944, he found himself on the fifth floor of the tower block, in an office at Grubbegaten and suffered extensive wounds and fractures in the head / face, including fracture of the jaw and extensive dental injuries and wounds on his arms and left flank. It was further demonstrated pulmonary bleeding and minor bleeding in the brain. Multiple eye injuries has led to significantly reduced vision in both eyes. Føsker was admitted at the Oslo University Hospital, 22 July 24 august 2011, where he was operated on several times. Then he was on the Cato Center for the 21st september the same year.

13 Anne Helene Lund, born 21 September 1987 she was in reception on the first floor of the tower block, and was sustained severe head injuries with fracture of the skull, crushing of brain tissue and bleeding under the thin meninges. She was also among other things, violations of the facial skeleton, pressure injuries to both lungs, damage to the liver and a variety of wounds in the head / face and both legs. Lund was admitted at the Oslo University Hospital from 22 July to 22 august 2011, where she was being given life-saving treatment and was operated on several times. Then she was on Sunnaas hospitals to 17 november the same year 14 Sissel Wilsgård, born 13 February1950,she was on the eighth floor of the tower block, and suffered extensive injuries in the head andface. The injuries were treated at the Oslo emergency medical services, and several of them closed with a total of approx. 60 stitches. Wilsgård also had an injury to the left eye, with reduced samsynsevne.

15 Line Benedikte Nersnæs, born 8 May 1961 she was in the eleventh floor of the tower block, and was struck by a ca. 30 cm long finger thick Tresplinter, which penetrated the head by the left ear and a little backward, between the skull and skin. Nersnæs were treated at the Oslo emergency medical services, which was operated Tresplinter out and the wound sewn with 27 stitches

16 Kristian Rasmussen, born 7 November 1980 He was the second floor of R4, in an office at Grubbegaten, and suffered, among other things, serious head injury with bleeding between the brain and the outer membranes of brain, major injuries in the abdomen with extensive internal bleeding and fracture of the neck. Rasmussen was admitted at the Oslo University Hospital, 22 July 10 August, where he received life-saving treatment and was operated onseveral times. 17th Tore Raasok, born 20 April 1956, he was on Johan Nygaardsvold space between high-rise building and Akersgata and suffered extensive fracture and injuries including head / face and both legs and fractures in theshoulder blade, collarbone and several ribs. Both lungs punctured. Right ankle was crushed, and left leg later had amputated above the knee. Raasok was admitted at the Oslo University Hospital from 22 July to 25 august 2011, where he underwent 10 operations before he was transferred to Sunnaas hospital for further treatment.

Furthermore, at least another 200 people injured by the explosion, with varying damage assessment, including lacerations, fractures and hearing loss, a number of which were treated inhospital / emergency, or subject to other medical treatment. In addition, many of the above injured and other persons who were near the explosion, as well as survivors / relatives, had psychological after-effects of varying severity caused by what is described above.

Friday 22 July 2011, after having dealt with as described in item I, he drove the getaway car for Hole municipality, where he knew that the organization Labour Youth (AUF) held its traditional summer camp at Utøya. There, there were 564 people. 1 Trond Berntsen, born 12 May 1960, he found himself between the Info House and wharf, and was shot five times with a pistol, two shots in the back of the head / neck that caused significant damage in the brain. 5 Snorre Haller, born 29 April 1981, he found himself outside the main entrance to the café building and was shot three times, two shots with a pistol in the back of the head and one shot with a rifle or pistol in the back. 7 Lejla Selaci, born 9 January 1994, she was in front of the Café building, and was shot twice with the gun and / or rifle in the head. Selaci died of gunshot injuries in the head

8 Steinar Jessen, born 17 January 1995 he found himself near the outdoor stage at the Café building, and was shot at least twice with the gun and / or rifle, one shot in the head and one in the chest. 9 Birgitte Smetbak, born 25 February 1996 she was on the campsite at the Café building or inside the building, and was shot twice with the gun and / or rifle, respectively, behind the left shoulder and right knees. 42 Syvert Knudsen, born 21 August 1993he found himself at Pride Mountain, and was shot three times with the gun and / or rifle, twice in the head and once in the back.
