Protection of American Jobs in Cross-Border Rail Operations with Mexico Act.

Brothers and Sisters:

Your voices are needed to help us encourage your Senators and Congressman to co-sponsor H.R.
3896 — The Protection of American Jobs in Cross-Border Rail Operations with Mexico Act
(Sponsored by Dan Lipinski (D–IL) and Brian Fitzpatrick (R–PA) — and its Senate counterpart,
S. 2652, which has been introduced by Senator Richard Blumenthal (D–CT).

We urge you to call your Representative from your congressional district and both of your United
States Senators to co-sponsor this important legislation that keeps railroads from giving your
jobs away to foreign workers, who are paid substandard wages and have inferior benefits, thus
creating a financial windfall for the railroads at our members’ expense.

You may not actually talk with your Senator or Congressman, so ask for the staff member that
handles Labor or Trade issues and please be respectful to them, just as you would if speaking
with your representative personally. We also encourage supportive family members and friends
to also get involved! If you are unsure how to express your support of this legislation when on
the call, an example of sample language for you to use is as follows:

     When Calling the House (H.R. 3896):

“Hello, my name is _________. I am a locomotive engineer living in the _____ Congressional
District. I am calling to request that the Representative support an amendment to the USMCA
that would mirror current Mexican law, which mandates that all railroad work performed in
Mexico be performed by Mexican nationals. In the alternative, I would like the Representative
to co-sponsor H.R. 3896, The Protection of American Jobs in Cross-Border Rail Operations
with Mexico Act. Congress should not allow rail corporations to give away good American
Railroad Jobs simply to increase profits at the expense of workers and public safety.”

     When Calling the Senate (S. 2652):

“Hello, my name is _________. I am a locomotive engineer living in your state. I am calling to
request that the Senator support an amendment to the USMCA that would mirror current
Mexican law, which mandates that all railroad work performed in Mexico be performed by
Mexican nationals. In the alternative, I would like the Senator to co-sponsor S. 2652, The Protection of American Jobs in Cross-Border Rail Operations with Mexico Act. Congress should
not allow rail corporations to give away good American Railroad Jobs simply to increase profits
at the expense of worker and public safety.”
