FLAC is an advanced lossless audio codec that strives to maintain extremely high quality audio while maintaining a relatively small file size.  The command-line tool of FLAC allows FLAC files to be encoded, decoded, and manipulated.

The DOS/DJGPP binary for FLAC can be downloaded from:

http://www.ibiblio.org/pub/micro/pc-stuff/freedos/files/util/user/ogg/flacx.zip

And the source code is available from the FLAC homepage, http://flac.sf.net.  In order to compile the source code for FLAC, the following configure command may be used:

./configure --prefix=/dev/env/DJDIR --host=i386-pc-msdosdjgpp --build=i386-pc-msdosdjgpp --target=i386-pc-msdosdjgpp --disable-oggtest --without-libiconv-prefix --disable-asm-optimizations --disable-dependency-tracking --with-ogg=/dev/env/DJDIR
