•How? oI am the one who chose to apply the bidding system on lands for the investors because the meter price for investors lands in New Cairo in 2005 was 250 Pounds, in 2007 it reached 750 Pounds, the single feddan made an increase of approximately 2.2 million Pounds, i.e. an increase of 22 billion Pounds for the 10 feddans. How can they say that I am working in favor of the investors!!! The whole country was against me when I applied the bids, though it was possible to follow the preceding path and make no trouble and I could have just said “this system was already applicable and I did not create it”. •But the a simple citizen believes that “Make no mistake … get no blame” oApparently, making no mistakes is not enough in this country. •But wouldn’t it have been a form of “not making mistakes” that you exclude Palm Hills from allocations to ward off suspicions? oPalm Hills is a joint stock company and has rights like any other company. •But you are a part of this company? oI have no direct shares in Palm Hills. •Meaning? oI have no shares in Palm Hills listed in the Stock Exchange. 50% of those are owned by Mansour-Al Maghraby Company of which I own 5%, so all my interest in Palm Hills does not exceed 2.5%. •What about your cousin? oWhat do I have to do with my cousin! I cannot be unfair to the right of a company with shareholders. Why was it alright for all the others to get their letters of allocation! What is the fault of a citizen owning two shares in Palm Hills? •So you have to wash your hands off? oI have to wash my hands off when they are unclean. But mine are clean before the Ministry and they will remain clean after I leave the Ministry. •When you signed the allocation of Palm Hills, didn’t you have any doubts? oNone. I was applying the law. •And in other cases? oThere was another case when we started the tenders as Palm Hills entered one. This tender was entered by two proposals, and when we studied the proposals, there was a defect in the first one so there was only the proposal of Palm Hills left. Have I applied the law the tender would have been awarded to Palm Hills, but that time and despite the law, I declined Palm Hill’s proposal though it was the higher. And this was not the only situation, but I also did the same with others connected to me with strong friendships and I told them that they are entitled to sew me and get the bid, but I will restitute the bid all over. They were all mad at me for about a year and I didn’t care. •And what about Palm Hills buying Amoun Island? oIt is a village not an island. And I did not know that Palm Hills made a proposal on it. I did not know except from newspapers and because people do not believe that there are honest people, they do not want to believe this. I swear to God, if I knew my cousin had a bid on Amoun Island I would have told him to withdraw because it never gained a penny since it was established. At first it was managed by Sheraton then Helnan then they managed it themselves and it failed and was closed about 12 years ago. What upset me is that when the Amoun case erupted, the simple known facts were neglected that Amoun Island is only 5 feddans and that there is name confusion. There is Amoun Island, Amoun Island Hotel and Mirette Amoun Hotel (subject of sale and purchase). And to add more unfortune, the first buyer in the first bid established a company under formation under the name Amoun Island Investments; therefore, the confusion was caused by several factors. Mr. Hisham Khalil was confused and started talking about the sale of an island that is worth 600 million to one billion Pounds if its area is 238 feddans in the middle of Aswan. He also said that the Egyptian People were stolen because it was sold at 80 million Pounds and said at the People’s Assembly that he visited the hotel in the island. But the truth is that the area of the island is only 5 feddans and they are talking about 238 feddans….how is that? •So you believe that it was the right thing what the President did to clear the matter to the public opinion? oThe president did well. The President does not keep silent on any corruption or harm to the public funds. But people only want to believe the bad side, and actually the President did not discuss this issue but the Governor of Aswan did. The president believes that the ownership of a location with such characteristics overlooking the High Dam Lake should not be transferred from a company of 96% governmental entities to the private sector by way of sale, but it should be by usufruct. •Back to Madinaty. oThe judgment nullifying the contract does not mean the rescinding of the contract because it was concluded n good faith, and the contract between the purchaser and the unit purchaser was also in good faith. Building new 'Ecosystems' in Mumbai's slums
On September 01, 2007, the most ambitious program yet to resettle Mumbai's ‘Dharavi’ slum entered an active phase, promising to free the city of the biggest embarrassment in its quest to become a global business destination. An Indian government agency began evaluating "prequalification" bids submitted by developers across the world to build housing and social infrastructure to resettle the slum's residents. About 57,000 families with about 340,000 people and hundreds of small businesses currently occupy the 535-acre stretch in mostly illegal structures that have multiplied over decades. The new "ecosystem" that will replace the slum was conceived by Mr. Mukesh Mehta, a U.S.-trained architect whose firm is the project's manager. Mr. Mehta has become India's pre-eminent slum-rehab guru: He has taken on a handful of similar projects in other cities including Hyderabad and Ahmadabad, and he wants to replicate his model of replacing slums with sustainable ecosystems across the country and in other emerging economies. Mr. Mehta's firm, M. M. Project Consultants, where he is chairman, is also overseeing a project to resettle and rehabilitate between 60,000 and 80,000 families in a slum stretch near Mumbai's international airport, in order to make room for a project already underway to upgrade and expand infrastructure there. India Knowledge@Wharton spoke to Mr. Mehta and Mr. Sanjay Reddy, Chief Executive Officer of Mumbai International Airport (Pvt) Ltd., about the impact these projects will have and any potential challenges that lie ahead. For the ‘Dharavi’ rehabilitation, 26 consortia comprising 78 companies have filed preliminary bids. The project's total cost is estimated at Rs. 9,250 crore ($2.3 billion), covering housing, civic infrastructure and amenities. It will be distributed across five contracts valued at between Rs. 1,000 crore ($250 million) and Rs. 2,500 crore ($625 million) each. Winning bidders will pay a "premium" to the government in exchange for the development rights. Mr. Mehta says the state government could collect premiums totalling as much as Rs. 4,000 crore ($1 billion), which will come out of the developers' profits. Mr. Mehta says bidders that meet prequalification criteria will be short-listed by the end of September, and then asked to submit detailed proposals. By early December, he expects to announce the successful bidders, and ground should be broken by January of next year. Public-Private Partnerships Mr. Mehta's model is designed to cross-subsidize free housing and infrastructure with for-sale housing and commercial space. Under the plan, developers will provide free housing of 225 sq. ft. to each of 57,000 families. These would be one-room studio apartments with an attached bath and kitchen, plus related utilities and amenities including schools, colleges, hospitals and parks. The developers will offset their costs with for-sale housing and commercial space at market rates. Some of that will come from the market prices residents and commercial establishments like shops will be required to pay for space greater than 225-sq.-ft. A portion of the developers' revenues from these for-sale properties will accrue to the government as a premium. "All the world's eyes are on Dharavi," says Mr. Mehta about the bidding interest the project has generated so far. The bidders include many of India's major industrial groups such as Reliance; engineering and construction firm Larsen & Toubro; and real estate developers DLF, Hiranandani Constructions, the K. Raheja Group, Tata Housing and Mahindra Gesco. Several foreign companies have also shown interest in bidding, including real estate developer Hines of Houston, Tex.; Ascendas and Capitaland of Singapore; and Emaar Properties of Dubai. Mr. Mehta acknowledges that the project's schedule could be thrown off course by legal squabbles, bureaucratic delays, disputes between and with slum dwellers, and any opposition from local politicians, underworld slumlords and other interested parties. He says that the project's very economic and social logic will hopefully overwhelm critics, and he routinely addresses local meetings to garner support. He adds that the courts should play a supportive role, because they "have understood the slum rehabilitation scheme and are aware that this has been going on for 10 years." A City within a City Mumbai's slums hold 55% of the city's 12 million residents, or 1.2 million families in 1,126 slum pockets, as a survey by Mr. Mehta's firm revealed. ‘Dharavi’ is the most high profile for a variety of reasons, including its prime location straddling the city's eastern and western corridors, flourishing small and medium businesses, a reputation for spawning crime, and chronic unsanitary conditions on which the city's municipality appears to have given up.
