若比丘尼。滿二十歲童女。二歲學六法。不作屬和上尼羯磨。畜為眾。波夜提。 Should any bhikkhuni bring up as one of the assembly a maiden who is fully twenty years old and who has trained in the six precepts without the kamma of requesting a preceptor, [this entails a] pacittiya.
佛在舍衛國。爾時偷蘭難陀比丘尼。滿二十歲童女二歲學六法。不作屬和上尼羯磨畜為眾。 [Once], the Buddha was at Savatthi. At that time, Bhikkhuni Thullananda ordained a maiden who was fully twenty years old and had trained in the six precepts, as one of the assembly, without the kamma of requesting a preceptor.
是中有比丘尼。少欲知足行頭陀聞是事心不喜。種種因緣呵責。云何名比丘尼。滿二十歲童女二歲學六法。不作屬和上尼羯磨畜為眾。 [Back then] there were bhikkhunis with little needs, who were contented and practised dutanga. They heard this, they were not pleased and criticized in many ways, ‘What is the purpose of being a bhikkhuni, how can she ordain a maiden who is fully twenty years old and has trained in the six precepts, as one of the assembly, without the kamma of requesting a preceptor?”
種種因緣呵責已向佛廣說。佛以是事集二部僧。知而故問偷蘭難陀比丘尼。汝實作是事不。答言實作世尊。佛以種種因緣呵責。云何名比丘尼。滿二十歲童女二歲學六法。不作屬和上尼羯磨。便畜為眾。 After they had criticized her in many ways, these bhikkhunis went and reported to the Buddha. On account of this matter, the Buddha gathered the two assemblies. Even though he knew [the answer], he asked Bhikkhuni Thullananda, “Is this true?” “Yes, it is true, Bhagavat.” The Buddha criticized her in many ways, and exclaimed, “What is the purpose of being a bhikkhuni, how can you ordain a maiden who is fully twenty years old and has trained in the six precepts, as one of the assembly, without the kamma of requesting a preceptor?”
種種因緣呵已語諸比丘。以十利故。與比丘尼結戒。從今是戒應如是說。 After he had criticized her in many ways, the Buddha said to the bhikkkhus, “For the ten benefits, I lay down the rules for bhikkhunis. From now on the precept should spoken as follows:
若比丘尼滿二十歲童女二歲學六法。不作屬和上尼羯磨。便畜為眾者。波逸提。 Should any bhikkhuni bring up as one of the assembly a maiden who is fully twenty years old and who has trained in the six precepts without the kamma of requesting a preceptor, [this entails a] pacittiya.”
波逸提者。燒煮覆障。若不悔過能障礙道。是中犯者。若比丘尼。滿二十歲童女二歲學六法。不作屬和上尼羯磨。便畜為眾波逸提。隨畜隨得爾所波逸提。 ‘One who entails a pacittiya’ means [she will] burn, boil, be obstructed, if [she] does not regret and change, [this] will hinder the path. ‘One who committed the offense’ means should any bhikkhuni ordain a maiden who is fully twenty years old and has not trained for two years in the six precepts, as one of the assembly, without the kamma of requesting a preceptor, [this entails a] pacittiya. The remainder of assembly involved commits a pacittiya.
