Yā pana bhikkhunī ūnavīsativassaṃ kumāribhūtaṃ vuṭṭhāpeyya, pācittiyam. Whatever nun should ordain a maiden under twenty years of age, there is an offence of expiation. Should any bhikkhuni give vutthapana to a kumaribhuta who is less than twenty years old, this entails a pacittiya.
Tena samayena buddho bhagavā sāvatthiyaṃ viharati jetavane anāthapiṇḍikassa ārāme. Tena kho pana samayena bhikkhuniyo ūnavīsativassaṃ kumāribhūtaṃ vuṭṭhāpenti. Tā akkhamā honti sītassa uṇhassa jighacchāya pipāsāya ḍaṃsa-makasa-vātā-tapa-sarīsapa-samphassānaṃ duruttānaṃ durāgatānaṃ vacanapathānaṃ. Uppannānaṃ sārīrikānaṃ vedanānaṃ dukkhānaṃ tibbānaṃ kharānaṃ kaṭukānaṃ asātānaṃ amanāpānaṃ pāṇaharānaṃ anadhivāsakajātikā honti. ... at Savatthi in the Jeta Grove in Anathapindika’s monastery. Now at that time nuns ordained a maiden who was under twenty years of age. These were unable to endure cold, heat, hunger, thirst, contact with gadglies, mosquitoes, wind and sun, creeping things, abusive hurtful feelings which arising are painful, acute, sharp, shooting, disagreeable, miserable, deadly.
Yā tā bhikkhuniyo appicchā…tā ujjhāyanti khiyyanti vipācenti— “Kathañhi nāma bhikkhuniyo ūnavīsativassaṃ kumāribhūtaṃ vuṭṭhāpessantī”ti… Those who were modest nuns... spread it about, saying: “How can nuns ordain a maiden who is under twenty years of age?”
“Saccaṃ kira, bhikkhave, bhikkhuniyo ūnavīsativassaṃ kumāribhūtaṃ vuṭṭhāpentī”ti? “Saccaṃ, bhagavā”ti. Vigarahi buddho bhagavā… kathañhi nāma, bhikkhave, bhikkhuniyo ūnavīsativassaṃ kumāribhūtaṃ vuṭṭhāpessanti. Ūnavīsativassā, bhikkhave, kumāribhūtā akkhamā hoti sītassa uṇhassa… pāṇaharānaṃ anadhivāsakajātikā hoti. Vīsativassāva kho, bhikkhave, kumāribhūtā khamā hoti sītassa uṇhassa… pāṇaharānaṃ adhivāsakajātikā hoti. Netaṃ, bhikkhave, appasannānaṃ vā pasādāya… evañca pana, bhikkhave, bhikkhuniyo imaṃ sikkhāpadaṃ uddisantu— “Is it true, as is said, monks, that nuns ordained .... a maiden who is under twenty years of age?” “It is true, lord.” The enlightened one, the lord, rebuked them, saying:“How, monks, can these nuns ordain a maiden who is under twenty years of age? Monks, a maiden who is under twenty years of age is not able to endure cold ... bodily feelings ... miserable, deadly. It is not, monks, for pleasing those who are not (yet) pleased ..... this rule of training:
Yā pana bhikkhunī ūnavīsativassaṃ kumāribhūtaṃ vuṭṭhāpeyya, pācittiyan”ti. Whatever nun should ordain a maiden under twenty years of age, there is an offence of expiation.” Should any bhikkhuni give vutthapana to a kumaribhuta who is less than twenty years old, this entails a pacittiya."
Yā panāti yā yādisā… bhikkhunīti… ayaṃ imasmiṃ atthe adhippetā bhikkhunīti. Whatever means: ... nun is to be understood in this case.
Ūnavīsativassā nāma appattavīsativassā. Under twenty years of age means: not attained to twenty years of age.
Kumāribhūtā nāma sāmaṇerī vuccati. Maiden means: she is called a female novice.
Vuṭṭhāpeyyāti upasampādeyya. Should ordain means: should confer the upasampada ordination.
“Vuṭṭhāpessāmī”ti gaṇaṃ vā ācariniṃ vā pattaṃ vā cīvaraṃ vā pariyesati, sīmaṃ vā sammannati, āpatti dukkaṭassa. Ñattiyā dukkaṭaṃ. Dvīhi kammavācāhi dukkaṭā. Kammavācāpariyosāne upajjhāyāya āpatti pācittiyassa. Gaṇassa ca ācariniyā ca āpatti dukkaṭassa. If she thinks: “I will ordain (her)" and looks about for a group or for a woman teacher or for a bowl or for a robe or if she determines a boundary, there is an offence of wrong-doing. As a result of the motion there is an offence of wrong-doing. As a result of two proclamations, there are offences of wrong-doing. At the end of the proclamations, there is an offence of expiation for the woman preceptor, and an offence of wrong-doing for the group and for the woman teacher.
Ūnavīsativassāya ūnavīsativassasaññā vuṭṭhāpeti, āpatti pācittiyassa. Ūnavīsativassāya vematikā vuṭṭhāpeti, āpatti dukkaṭassa. Ūnavīsativassāya paripuṇṇasaññā vuṭṭhāpeti, anāpatti. Paripuṇṇavīsativassāya ūnavīsativassasaññā, āpatti dukkaṭassa. Paripuṇṇavīsativassāya vematikā, āpatti dukkaṭassa. Paripuṇṇavīsativassāya paripuṇṇasaññā, anāpatti. If she thinks that it is under twenty years of age when it is less than twenty years of age (and) ordains her, there is an offence of expiation. If she is in doubt as to whether it is under twenty years of age ... offence of wrong-doing. If she thinks that twenty years of age are completed when it is less than twenty years of age ... no offence. If she thinks that it is less than twenty years of age ... when twenty years of age are completed, there is an offence of wrong-doing. If she is in doubt as to whether twenty years of age are completed, there is an offence of wrong-doing. If she thinks that twenty years of age are completed when twenty years of age are completed, there is no offence.
Anāpatti— ūnavīsativassaṃ paripuṇṇasaññā vuṭṭhāpeti, paripuṇṇavīsativassaṃ paripuṇṇasaññā vuṭṭhāpeti, ummattikāya, ādikammikāyāti. There is no offence if she ordains one who is under twenty years of age thinking that twenty years of age are completed; if she ordains one who has completed twenty years of age thinking that they are completed; if she is mad, if she is the first wrong-doer.
