Yā pana bhikkhunī paripuṇṇadvādasavassaṃ gihigataṃ dve vassāni chasu dhammesu sikkhitasikkhaṃ saṅghena asammataṃ vuṭṭhāpeyya, pācittiyaṃ. Whatever nun should ordain a maiden who has completed twenty years of age and who has trained for two years in the six rules (but) who is not agreed upon by the Order, there is an offence of expiation. Should any bhikkhuni give vutthapana to a gihigata who is fully twelve years of age and who has trained for two years in the six precepts, but who has not received consent from the Sangha, this entails a pacittiya.
Tena samayena buddho bhagavā sāvatthiyaṃ viharati jetavane anāthapiṇḍikassa ārāme. Tena kho pana samayena bhikkhuniyo paripuṇṇadvādasavassaṃ gihigataṃ dve vassāni chasu dhammesu sikkhitasikkhaṃ saṃghena asammataṃ vuṭṭhāpenti. Bhikkhuniyo evamāhaṃsu— “etha, sikkhamānā, imaṃ jānātha, imaṃ detha, imaṃ āharatha, iminā attho, imaṃ kappiyaṃ karothā”ti. Tā evamāhaṃsu— “na mayaṃ, ayye, sikkhamānā, bhikkhuniyo mayan”ti. ... at Savatthi in the Jeta Grove in Anathapindika’s monastery. Now at that time nuns ordained a girl married for full twelve years and who had trained for two years in the six rules, but who was not agreed upon by the Order. Nuns spoke thus: “Come, probationers, find out about this, give this, convey this, this is needed, make this allowable.” These spoke thus: “Ladies, we are not probationers, we are nuns." ... at Savatthi in the Jeta Grove in Anathapindika’s monastery. Now at that time nuns ordained a gihigata fully twelve years of age and who had trained for two years in the six rules, but who was not agreed upon by the Order. Nuns spoke thus: “Come, probationers, find out about this, give this, convey this, this is needed, make this allowable.” These spoke thus: “Ladies, we are not probationers, we are nuns."
Yā tā bhikkhuniyo appicchā…tā ujjhāyanti khiyyanti vipācenti— “Kathañhi nāma bhikkhuniyo paripuṇṇadvādasavassaṃ gihigataṃ dve vassāni chasu dhammesu sikkhitasikkhaṃ saṃghena asammataṃ vuṭṭhāpessantī”ti… Those who were modest nuns... spread it about, saying: “How can these nuns ordain a girl maried for full twelve years and who has not trained for two years in the six rules, but who is not agreed upon by the Order?”... Those who were modest nuns... spread it about, saying: “How can these nuns ordain a gihigata fully twelve years of age and who has not trained for two years in the six rules, but who is not agreed upon by the Order?”...
“Saccaṃ kira, bhikkhave, bhikkhuniyo paripuṇṇadvādasavassaṃ gihigataṃ dve vassāni chasu dhammesu sikkhitasikkhaṃ saṃghena asammataṃ vuṭṭhāpentī”ti? “Saccaṃ, bhagavā”ti. Vigarahi buddho bhagavā… kathañhi nāma, bhikkhave, bhikkhuniyo paripuṇṇadvādasavassaṃ gihigataṃ dve vassāni chasu dhammesu sikkhitasikkhaṃ saṃghena asammataṃ vuṭṭhāpessanti. Netaṃ, bhikkhave, appasannānaṃ vā pasādāya… vigarahitvā…dhammiṃ kathaṃ katvā bhikkhū āmantesi:— ...he adressed the monks, saying:
“Anujānāmi, bhikkhave, paripuṇṇadvādasavassāya gihigatāya dve vassāni chasu dhammesu sikkhitasikkhāya vuṭṭhānasammutiṃ dātuṃ. Evañca pana, bhikkhave, dātabbā. Tāya paripuṇṇadvādasavassāya gihigatāya dve vassāni chasu dhammesu sikkhitasikkhāya saṃghaṃ upasaṅkamitvā ekaṃsaṃ uttarāsaṅgaṃ karitvā bhikkhunīnaṃ pāde vanditvā ukkuṭikaṃ nisīditvā añjaliṃ paggahetvā evamassa vacanīyo—“ahaṃ, ayye, itthannāmā itthannāmāya ayyāya paripuṇṇadvādasavassā gihigatā dve vassāni chasu dhammesu sikkhitasikkhā, saṃghaṃ vuṭṭhānasammutiṃ yācāmī”ti. Dutiyampi yācitabbā. Tatiyampi yācitabbā. Byattāya bhikkhuniyā paṭibalāya saṃgho ñāpetabbo. “I allow you, monks, to give the agreement as to ordination to a girl married for full twelve years and who has trained for two years in the six rules. And thus, monks, should it be given: That girl married for full twelve years and who has trained under the lady so and so for two years in the six rules, having approached the Order...should speak thus: 'Ladies, I, so and so, a girl married for full twelve years and who has trained under the lady so and so for two years in the six rules, request the Order for the agreement as to ordination.' And a second time... And a third time it should be requested. The Order should be informed by an experienced, competent nun, saying: “I allow you, monks, to give the agreement as to ordination to a gihigata fully twelve years of age and who has trained for two years in the six rules. And thus, monks, should it be given: That gihigata fully twelve years of age and who has trained under the lady so and so for two years in the six rules, having approached the Order...should speak thus: 'Ladies, I, so and so, a gihigata fully twelve years of age and who has trained under the lady so and so for two years in the six rules, request the Order for the agreement as to ordination.' And a second time... And a third time it should be requested. The Order should be informed by an experienced, competent nun, saying:

This (woman) so and so, a girl married for full twelve years and who has trained for two years in the six rules, under the lady so and so, requests the Order for the agreement as to ordination. If it seems right to the Order, let the Order give so and so the girl married for full twelve years and who has trained for two years in the six rules the agreement as to ordination. This is the motion: 'Ladies, let the Order listen to me. This (woman) so and so, a gihigata fully twelve years of age and who has trained for two years in the six rules, under the lady so and so, requests the Order for the agreement as to ordination. If it seems right to the Order, let the Order give so and so, the gihigata fully twelve years of age and who has trained for two years in the six rules, the agreement as to ordination. This is the motion:
Suṇātu me, ayye, saṃgho. Ayaṃ itthannāmā itthannāmāya ayyāya paripuṇṇadvādasavassā gihigatā dve vassāni chasu dhammesu sikkhitasikkhā saṃghaṃ vuṭṭhānasammutiṃ yācati. Saṃgho itthannāmāya paripuṇṇadvādasavassāya gihigatāya dve vassāni chasu dhammesu sikkhitasikkhāya vuṭṭhānasammutiṃ deti. Yassā ayyāya khamati itthannāmāya paripuṇṇadvādasavassāya gihigatāyadve vassāni chasu dhammesu sikkhitasikkhāya vuṭṭhānasammutiyā dānaṃ, sā tuṇhassa; yassā nakkhamati, sā bhāseyya. Dinnā saṃghena itthannāmāya paripuṇṇadvādasavassāya gihigatāya dve vassāni chasu dhammesu sikkhitasikkhāya vuṭṭhānasammuti. Khamati saṃghassa, tasmā tuṇhī, evametaṃ dhārayāmī”ti. Ladies, let the Order listen to me. This (woman) so and so, a girl married for full twelve years and who has trained for two years in the six rules, under the lady so and so, requests the Order for the agreement as to ordination. If the giving to so and so the girl married for full twelve years and who has trained for two years in the six rules of the agreement as to ordination is pleasing to the ladies, let them be silent; if it is not pleasing, they should speak. The agreement as to ordination is given to so and so the girl married for full twelve years and who has trained for two years in the six rules, and it is right...So do I understand this.' ” Ladies, let the Order listen to me. This (woman) so and so, a gihigata fully twelve years of age and who has trained for two years in the six rules, under the lady so and so, requests the Order for the agreement as to ordination. If the giving to so and so, the gihigata fully twelve years of age and who has trained for two years in the six rules of the agreement, as to ordination is pleasing to the ladies, let them be silent; if it is not pleasing, they should speak. The agreement as to ordination is given to so and so, the gihigata fully twelve years of age and who has trained for two years in the six rules, and it is right...So do I understand this.' ”
Atha kho bhagavā tā bhikkhuniyo anekapariyāyena vigarahitvā dubbharatāya… evañca pana, bhikkhave, bhikkhuniyo imaṃ sikkhāpadaṃ uddisantu— Then the lord, having rebuked these nuns in many a figure for their weakness in maintaining themselves .... "this rule of training:
Yā pana bhikkhunī paripuṇṇadvādasavassaṃ gihigataṃ dve vassāni chasu dhammesu sikkhitasikkhaṃ saṃghena asammataṃ vuṭṭhāpeyya, pācittiyan”ti. Whatever nun should ordain a maiden who has completed twenty years of age and who has trained for two years in the six rules (but) who is not agreed upon by the Order, there is an offence of expiation.” Should any bhikkhuni give vutthapana to a gihigata who is fully twelve years old and who has trained for two years in the six precepts, but who has not received consent from the Sangha, this entails a pacittiya.”
Yā panāti yā yādisā… bhikkhunīti… ayaṃ imasmiṃ atthe adhippetā bhikkhunīti. Whatever means:... nun is to be understood in this case.
Paripuṇṇadvādasavassā nāma pattadvādasavassā. Full twelve years means: attained to twelve years.
Gihigatā nāma purisantaragatā vuccati. Girl married means: one cohabiting with a man.
Dve vassānīti dve saṃvaccharāni. Two years means: two years.
Sikkhitasikkhā nāma chasu dhammesu sikkhitasikkhā. Has trained means: has trained in the six rules.
Asammatā nāma ñattidutiyena kammena vuṭṭhānasammuti na dinnā hoti. Not agreed upon means: the agreement as to ordination is not given by a (formal) act at which the motion is followed by one proclamation.
Vuṭṭhāpeyyāti upasampādeyya. Should ordain means: should confer the upasampada ordination.
“Vuṭṭhāpessāmī”ti gaṇaṃ vā ācariniṃ vā pattaṃ vā cīvaraṃ vā pariyesati, sīmaṃ vā sammannati, āpatti dukkaṭassa. Ñattiyā dukkaṭaṃ. Dvīhi kammavācāhi dukkaṭā. Kammavācāpariyosāne upajjhāyāya āpatti pācittiyassa. Gaṇassa ca ācariniyā ca āpatti dukkaṭassa. If she thinks: “I will ordain (her)” and looks about for a group or for a woman teacher or for a bowl or for a robe or if she determines a boundary, there is an offence of wrong-doing. As a result of the motion there is an offence of wrong-doing. As a result of two proclamations, there are offences of wrong-doing. At the end of the proclamations, there is an offence of expiation for the woman preceptor, and an offence of wrong-doing for the group and for the woman teacher.
Dhammakamme dhammakammasaññā vuṭṭhāpeti, āpatti pācittiyassa. Dhammakamme vematikā vuṭṭhāpeti, āpatti pācittiyassa. Dhammakamme adhammakammasaññā vuṭṭhāpeti, āpatti pācittiyassa. If she thinks that it is a legally valid act when it is a legally valid act (and) ordains her, there is an offence of expiation. If she is in doubt as to whether it is a legally valid act... If she thinks that it is not a legally valid act when it is a legally valid act...offence of expiation.*
Adhammakamme dhammakammasaññā, āpatti dukkaṭassa. Adhammakamme vematikā, āpatti dukkaṭassa. Adhammakamme adhammakammasaññā, āpatti dukkaṭassa. If she thinks that it is a legally valid act when it is not a legally valid act, there is an offence of wrong-doing. If she is in doubt as to whether it is not a legally valid act... If she thinks that it is not a legally valid act when it is not a legally valid act, there is an offence of wrong-doing.*
Anāpatti— paripuṇṇadvādasavassaṃ gihigataṃ dve vassāni chasu dhammesu sikkhitasikkhaṃ saṃghena sammataṃ vuṭṭhāpeti, ummattikāya, ādikammikāyāti. There is no offence if she ordains a girl married for full twelve years who has trained for two years in the six rules and who is agreed upon by the Order; if she is mad, if she is the first wrong-doer. There is no offence if she ordains a gihigata fully twelve years of age who has trained for two years in the six rules and who is agreed upon by the Order; if she is mad, if she is the first wrong-doer.
