若比丘尼。學戒滿。不羯磨與受具足者波夜提。 If a bhikṣuṇī grants the upasaṁpadā ordination (to a śikṣaṁāṇā) who has not made the karma (asking for recognition) of her completion of the preparatory training in the disciplinary precepts, her act constitutes a pācattika offense. Should any bhikkhuni give full ordination to one who has completed her training in the precepts without [sangha] kamma, [this entails a] pacittiya.
佛住舍衛城。爾時世尊制戒。不聽不滿學與受具足。爾時比丘尼十八雨童女學戒滿。二十雨與受具足。諸比丘尼嫌言。汝學戒滿不滿誰得知者。 The Buddha was staying at Śrāvastī. At that time, the Blessed One set forth the precept, saying: “No bhikṣuṇī may grant the upasaṁpadā ordination to (a maiden who) has not completed her preparatory training in the disciplinary (precepts).” When a bhikṣuṇī granted the upasaṁpadā ordination to a maiden who was a full twenty rainy seasons old, who had completed her preparatory training in the disciplinary precepts (for two years) which began when she was eighteen, the other bhikṣuṇīs criticized her “who knows whether she has really completed the preparatory training in the disciplinary precepts?”
諸比丘尼以是因緣語大愛道。乃至佛言。從今已後。學戒滿二十雨童女。欲於如來法律中受具足作比丘尼者。先作求聽羯磨。應然後從僧乞學戒滿受具足羯磨。羯磨者應作是說。阿梨耶僧聽。某甲二十歲童女學戒滿。欲於如來法律中受具足。若僧時到。僧某甲欲從僧乞學滿受具足。 The other bhikṣuṇīs reported this to Mahāprajāpatī Gautamī, who thereupon...the Buddha said, “From now on, if a maiden who is a full twenty rainy seasons old has completed the preparatory training of the disciplinary precepts, and wants to take the upasaṁpadā ordination and become a bhikṣuṇī, thus taking refuge in the Tathāgata’s Dharma and Vinaya, she must first make the karma asking the Order for permission, and then ask the Order for the karma for the upasaṁpada ordination and recognition of her completion of the preparatory training in the disciplinary precepts. The karmakārikā bhikṣuṇī (karma-master) should say: “May the noble Order listen! The maiden so-and-so is twenty years of age. She wants to take the upasaṁpadā ordination, takig [sic] refuge in the Tathāgata’s Dharma and Vinaya, as she has completed her preparatory training in the disciplinary precepts. As the proper time has come, Oh Order, she wants to ask the Order for the karma certifying the completion of her preparatory training in the disciplinary precepts. (This is the motion).
阿梨耶僧聽。某甲二十歲童女學戒滿。欲從僧乞學滿受具足。僧忍默然故。是事如是持。 Oh Noble Order! will you allow her to ask the Order for the karma certifying that she is a maiden of twenty years old and has completed her preparatory training in the disciplinary precepts.The Order agrees to this (karma), because it doesn’t voice a protest. I declare this (karma) sanctioned by the Order.”
應從僧乞胡跪合掌作是言。 Then she (the śikṣamāṇā) ought to squat and say to the Order,
阿梨耶僧聽。我某甲二十歲童女學戒滿。欲於如來法律中受具足。今從僧乞學滿受具足。唯願僧哀愍故與我學戒滿受具足。如是三乞。羯磨者應作是說。 “May the noble Order listen! My name is so-and-so, and I am a twenty-year old maiden. I have completed the preparatory training in the disciplinary precepts. Because I want to take the upasaṁpadā ordination, taking refuge in the Tathāgata’s Dharma and Vinaya, I ask the Order for the karma of the upasaṁpadā with (the recognition) that I have completed the preparatory training in the disciplinary precepts. I sincerely ask this of you. Will you grant me the karma of the upasaṁpadā with (recognition) of the completion of my preparatory training in the disciplinary precepts?” When she repeats it three times, the karma-master should say:
阿梨耶僧聽。某甲滿二十雨童女學戒滿。欲於如來法律中受具足作比丘尼已從僧乞學滿受具足。若僧時到僧與某甲學滿受具足羯磨。白如是。 “May the noble Order listen! The maiden, so-and-so is a full twenty rainy seasons old. As she has completed the preparatory training in the disciplinary precepts, she now wants to take the upasaṁpadā ordination and become a bhikṣuṇī, taking refuge in the Tathāgata’s Dharma and Vinaya, and she has asked the karma of the upasaṁpadā with the recognition of her completion of the preparatory training in the disciplinary precepts. As the proper time has come, the Order is to give sanction to the karma of the upasaṁpadā with (the recognition) of her completion of the preparatory training in the disciplinary precepts. This is the motion.”
阿梨耶僧聽。某甲滿二十雨童女學戒滿。欲於如來法律中受具足作比丘尼。已從僧乞學滿受具足。僧今與某甲學滿受具足。阿梨耶僧忍與某甲學滿受具足者默然。若不忍者便說。是第一羯磨。第二第三亦如是說。 “May the noble Order listen! The maiden, so-and-so, is a full twenty years old. As she has completed the preparatory training of the disciplinary precepts, she now wants to take the upasaṁpadā ordination and become a bhikṣuṇī, taking refuge in the Tathāgata’s Dharma and Vinaya. She asks the Order for (the karma) of the upasaṁpadā with (the recognition) of her completion of the preparatory training of the disciplinary precepts. The Order is to sanction to the karma of the upasaṁpadā with the recognition of her completion of the preparatory training in the disciplinary precepts. Oh Noble Order ! Will you allow the Order to sanction the karma of the upasaṁpadā with the recognition of the completeion of the preparatory training of the disciplinary precepts. If you agree (to this karma) please keep silent. If you don’t, please speak.” This is the first karma. The second and the third (karma) are to be done likewise. Then the karmakārikā bhikṣuṇī should say:
僧已與某甲學滿羯磨竟。僧忍默然故。是事如是持。 “The Order has already agreed to the miden [sic] so-and-so’s karma of the upasaṁpadā with the completion of her preparatory training in the disciplinary precepts. Now this karma has been sanctioned because the Order doesn’t voice a protest. I confirm the karma as sanctioned by the Order.”
佛告大愛道瞿曇彌。依止舍衛城比丘尼皆悉令集。乃至已聞者當重聞。 The Buddha instructed Mahāprajāpatī Gautamī to assemble all the bhikṣunīs living and begging in Śrāvastī. “..., even those who have already heard this should listen again:
若比丘尼學戒滿。不羯磨與受具足者波夜提。 'If a bhikṣuṇī grants the upasaṁpadā ordination (to a śikṣaṁāṇā) who has not made the karma (asking for recognition) of her completion of the preparatory training in the disciplinary precepts, her act constitutes a pācattika offense.' ”
學戒滿者二雨中隨順行十八事。不羯磨者不作羯磨。與受具足者波夜提。波夜提者如上說。是故世尊說。 ‘To have completed the preparatory training of the disciplinary precepts’ means: that (a śikṣamāṇā) has obediently observed the eighteen items (of disciplinary precepts) for two rainy seasons.‘Who has not made the karma’ means: that she has not made the karma. (If a bhikṣuṇī grants) the upasaṁpadā ordination (to a śikṣamāṇā who has not made the karma), her (the bhikṣuṇī’s) act constitutes a pācattika offense. ‘Pācattika’ is as explained above. Thus the Blessed One taught.
