若比丘尼。受學戒不滿學。與受具足者波夜提。 If a bhikṣuṇi grants the upasaṁpadā ordination to (a maiden) who has not yet completed her preparatory training in the disciplinary rules, her act constitutes a pācattika offense. Should any bhikkhuni give full ordination to [one] who has received the training in the precepts but who has not completed her training, [this entails a] pacittiya.
佛住舍衛城。爾時比丘尼與受學戒不滿學。與受具足。乃至已聞者當重聞。 The Buddha was staying at Śrāvastī. At that time, a bhikṣuṇī granted (a maiden) preparatory training in the disciplinary precepts, and then granted the upasaṁpadā ordination to her, even though she had not yet completed her two years of preparatory training. “....even those who have already heard this should listen again:
若比丘尼受學戒不滿學。與受具足者。波夜提。 'If a bhikṣuṇi grants the upasaṁpadā ordination to (a maiden) who has not yet completed her preparatory training in the disciplinary rules, her act constitutes a pācattika offense.”
受學戒者與受學戒。十法滿。眾成就。白成就。羯磨成就。若一一成就。是名與受學戒。 'To grant preparatory training in the disciplinary precepts’ means: when the Order grants the preparatory training in the disciplinary precepts to a maiden, the upādhyāyinī bhikṣuṇī has fulfilled ten requirements, the full number of bhikṣuṇīs in the Order (are present), the motion is correct and the karmas are correct. The maiden is termed one to whom the Order has granted the śikṣamāṇā ordination.
不滿學[8]戒者與受學戒已。二歲應隨順學十八事。何等十八。 '(A maiden) who has not fulfilled preparatory training of the diciplinary precepts’ refers to this: (a maiden) ought to observe the eighteen rules of the two years of preparatory training in the disciplinary precepts granted by the Order. What are these eighteen rules?
一切比丘尼下一切沙彌尼上飲食。於其不淨比丘尼淨於比丘尼不淨於其亦不淨。得與比丘尼同室三宿。與沙彌尼亦齊三宿。 (1) (The probational bhikṣuṇī, śikṣamāṇā) should eat or drink (in a position) below all the bhikṣuṇīs and ahead of all the śrāmaṇerikās (female novices). (2) Something impure for a śiksamāṇā may be pure for a bhikṣuṇī. (3) Something impure for a bhikṣuṇī may also be impure for (śiksamāṇā). (4) Any (śiksamāṇā) may stay in the same room with a bhikṣuṇī for three consecutive days. (5) A (śikṣamāṇā) may stay with a śrāmaṇerikā for no more than three consecutive days.
得與比丘尼授食。除火淨五生種已。從沙彌尼受食。不得向說波羅提木叉。從波羅夷乃至越比尼罪得語言。不得婬。不得盜不得殺人。如是比得教。 (6) She may give food to a bhikṣuṇī except for the five kinds of (grain) boiled by fire. (7) She may be given any food by a śrāmaṇerikā. (8) (A bhikṣunī) should not teach a śikṣamāṇā) the bhikṣuṇī-prātimokṣa (the disciplinary rules) from the chapter of pārājikā offenses down to the chapter of light infringements of the Vinaya rules. (9) (A bhikṣuṇī) may orally instruct a probational bhikṣuṇī not to have a sexual intercourse with someone else, not to steal, and not to kill. (10) A śikṣamānā (may not attend) the poṣadha meeting,
不得聽布薩自恣。至布薩自恣日。至上座前頭面禮僧足作是言。我某甲清淨憶念持。如是三說已。却行而去。 (11) nor may she attend the pravāraṇā (the confessional ceremony at the end of the rainy season’s gathering); she is to go up to an Elder bhikṣuṇī and touch her forehead to the Elder’s feet on the poṣadha day and at the pravāraṇā and say. “I am so-and-so. May the Order certify that I have purely followed (the eighteen rules for śikṣamāṇā),” repeating it three times until she steps back.
後四波羅夷。若一一犯者。即日應更受學法。 (12) If a (śikṣamāṇā) has committed any of the latter four of the eight pārājikā offenses, she must start her (two years of training in the) disciplinary rules again on that very day.
若十九僧伽婆尸沙已下。一切作突吉羅悔。 (13) If (a śikṣamāṇā) commits any offense from the nineteen saṁghātiśeṣa offenses down to any other minor offense (for a bhikṣuṇī), her act constitutes a duṣkṛta.
若破五戒。何等五。非時食。停食食。受金銀及錢。飲酒。著香華 (14-18) What are the five precepts which are soon violated by (a probational bhikṣuṇī)? Any (probational bhikṣuṇī) is apt to take a meal at improper time, take food which was left over from the previous day, accept gifts of gold and silver or money, drink liquor, and adorn herself with wreaths of flowers and incense. 隨其犯日。從始學戒滿減者減二雨學。是名不滿學。不滿學與受具足者波夜提。是故世尊說。 If a (śikṣamāṇā) commits any of these, she is to start learning the disciplinary rules again on the very day that she committed the offense. (That is, for each day she breaks the precepts another day is to be added to the total two year training period.) If she has not completed (the two years’ prepatory training), she is termed (a maiden) who has parcticed [sic] for less than two rainy seasons, or (a maiden) ‘who has not completed the disciplinary training’. If a bhikṣuṇī of the Order grants her the upasaṁpadā ordination, though she has not completed the disciplinary training, that bhikṣuṇī’s act constitutes a pācattika offense. Thus the Blessed One taught.
