若比丘尼。滿二十歲童女。不與學戒而與受具足者波夜提。 If a bhikṣuṇī, without (first) granting a maiden who is a full twenty years of age (two years of) preparatory training in the disciplinary precepts, grants her the upasaṁpadā ordination, her act constitutes a pācattika offense. Should any bhikkhuni give full ordination to a maiden who is fully twenty years old without the training in the precepts, [this entails a] pacittiya.
佛住舍衛城。爾時世尊制戒。不聽減二十雨童女受具足。時諸比丘尼。滿二十雨童女與受具足。諸比丘尼嫌言。汝滿二十雨不滿二十雨。誰得知者。 The Buddha was staying at Śrāvastī. At that time, the Blessed One set forth the precept, saying: “It is not permissible for a maiden under twenty rainy seasons old to be granted the upasaṁpadā ordination.” When some bhikṣuṇīs granted the upasaṁpadā ordination to a girl who was a full twenty rainy seasons old, the other bhikṣuṇīs criticized her, saying, “Who knows whether the maiden is a full twenty rainy seasons old or not?”
諸比丘尼語大愛道。大愛道即以是事往白世尊。乃至佛言。從今日已後。十八童女欲於如來法中受具足者。應從僧乞二年學戒。 They reported this to Mahāprajāpatī Gautamī. Who thereupon went to inform the Blessed One of this matter...The Buddha said, “From this day hence, a maiden of eighteen (years of age) who wants to receive the upasaṁpadā ordination, and take refuge in the Tathāgata’s Dharma and Vinaya, ought to ask the order for two years’ [sic] of preparatory training (prior to the upasaṁpadā ordination).
先作求聽羯磨已。然後得乞。羯磨人應作是說。 (A maiden) may not ask the Order for the karma until she has (first) made the karma asking the Order to listen to her. The karma-master ought to say,
阿梨耶僧聽。某甲十八歲童女。欲於如來法律中受具足。若僧時到。僧某甲欲從僧乞二年學戒。 “May the noble order listen! The maiden so-and-so is eighteen years (of age). She wants to receive the upasaṁpadā ordination, and take refuge in the Tathāgata’s Dharma and Vinaya. Oh Order! As the proper time has come, the maiden so-and-so asks the Order for two years of preparatory training in the disciplinary precepts.
阿梨耶僧聽。某甲十八歲童女。欲從僧乞二年學戒。僧忍默然故。是事如是持。 Oh Noble Order! This maiden of eighteen years of age wants to ask the Order for two years of preparatory training in the disciplinary precepts. Do you agree to it or not? The Order has agreed to this (karma), because it does not voice a protest. I confirm this (karma) as sanctioned by the Order.”
此女人應從僧乞。作是言。 The maiden ought to ask the order,
阿梨耶僧聽。我某甲十八歲童女。欲於如來法律中受具足。今從僧乞二年學戒。唯願僧哀愍故與我二年學戒。如是至三。 “May the noble Order listen! I am a maiden of eighteen years of age. As I want to take the upasaṁpadā ordination, taking refuge in the Tathāgata’s Dharma and Vinaya, I have asked the Order for two years of preparatory training in the disciplinary precepts. I sincerely ask this of you. Will you permit me to receive the two years of preparatory training in the disciplinary precepts?”
羯磨人應作是說。 When this has been repeated (by her) three times the karma-master should say;
阿梨耶僧聽。某甲十八歲童女。欲於如來法律中受具足。已從僧乞二年學戒。若僧時到。僧與某甲二年學戒羯磨。白如是。 “May the noble Order listen! The maiden so-and-so is eighteen years of age. She wants to receive the upasaṁpadā ordination, and take refuge in the Tathāgata’s Dharma and Vinaya. She asks the Order for two years of preparatory training in disciplinary precepts. Oh Order! As the proper time has come, the Order is to grant her two years of preparatory training in the disciplinary precepts. This is the motion.
阿梨耶僧聽。某甲十八歲童女。欲於如來法律中受具足。已從僧乞二年學戒。僧今與某甲二年學戒。阿梨耶僧忍僧與某甲二年學戒。忍者僧默然。若不忍者便說。 “May the noble Order listen! The maiden so-and-so is eighteen years of age. As she wants to receive the upasaṁpadā ordination, and take refuge in the Tathāgata’s Dharma and Vinaya, she has asked the Order for two years of preparatory training in the disciplinary rules. The Order is to grant her the two years of preparatory training in the disciplinary precepts. Oh Noble Order! Do you agree that the Order grant her the two years of preparatory training in the disciplinary precepts? If you agree (to this karma), please keep silent. If you don’t agree (to this karma), please voice your objection.”
是第一羯磨。第二第三亦如是說。 This is the first karma to the Order asking for permission (to receive the preparatory training), and is followed by the second and third karma in a similar fashion.
僧已與某甲二年學戒竟。僧忍默然故。是事如是持。 The Order has granted the girl so-and-so two years of preparatory training in the disciplinary precepts. The Order agrees to this (karma), because it doesn’t voice a protest. I confirm this (karma) as sanctioned by the Order.”
佛告大愛道瞿曇彌。依止舍衛城比丘尼皆悉令集。乃至已聞者當重聞。 The Buddha instructed Mahāprajāpatī Gautamī to assemble all the bhiksuṇīs living and begging in Śrāvastī. “..., even those who have already heard this should listen again:
若比丘尼。滿二十歲童女不與學戒。而與具足者波夜提。 'If a bhikṣuṇī, without (first) granting a maiden who is a full twenty years of age (two years of) preparatory training in the disciplinary precepts, grants her the upasaṁpadā ordination, her act constitutes a pācattika offense.”
滿二十歲者滿二十雨。滿二十雨減二十年。亦名滿二十雨。乃至後安居時生。後安居受自恣。數滿二十。是名滿。 ‘Full twenty years of age’ means: a full twenty rainy seasons old. (If a maiden,) though she is under twenty years old, is a full twenty rainy seasons old, she is termed ‘(a maiden) who is a full twenty rainy seasons old'. ...If (a maiden) who has passed the pravāraṇā at the end of the latter rainy season has counted a full twenty (years) since she was born in the winter, she is termed ‘(a maiden) who is a full (twenty rainy seasons old)’.
不與學戒者不與羯磨與學戒。是名不與。十法不具足亦名不與學戒。雖羯磨眾不成就。白不成就。羯磨不成就。若一一不成就。而與受具足者波夜提。是故世尊說。 ‘Without granting...(preparatory training)’ means: that the Order has not granted preparatory training in the disciplinary precepts through the karma. (The maiden) is termed ‘(a maiden) who has not been granted (preparatory training)’. One who has not fulfilled the ten requirements is also called ‘one who has not been granted (the preparatory training in disciplinary precepts)’. If (the Order) grants the upasaṁpadā ordination to a maiden without the required number of bhikṣuṇīs, or without stating the motion or stating the karma correctly, their acts constitute pācattika offenses. Thus the Blessed one taught.
