If a bhikṣuṇī grants the upasaṁpadā ordination to a maiden who is under twenty rainy seasons old, her act constitutes a pācattika offense. Should any bhikkhuni give full ordination to a maiden who is less than twenty rainy seasons old, [this entails a] pacittiya.
The Buddha was staying at Śrāvastī. At that time, a bhikṣuṇī initiated and gave the upasaṁpadā ordination to some maidens who were ten or twelve years old.
They were too feeble to endure hard work, and were not pure in keeping the (precepts). They didn’t have good manners, or know how to serve a Preceptor nun or a teacher, enter a village, to train in the āraṇya (forest), participate in meetings, put on their robes, or carry a bowl.
The other bhikṣuṇīs reported this to Mahāprajāpatī Gautamī, who thereupon...The Buddha said, “Call forth that bhikṣuṇī.” When she had come, he said, “Is it really true or not (that you did such a thing)?” She answered, “Indeed, it is true.”
The Buddha said, “From this day hence, it is not permissible for you to grant the upasaṁpadā ordination to maidens under a full twenty years of age.” The Buddha instructed Mahāparajāpatī Gautamī to assemble all the bhikṣuṇīs living and begging in Śrāvastī. “..., even those who have already heard this should listen again:
若比丘尼與減二十雨童女受具足者波夜提。 If a bhikṣuṇī grants the upasaṁpadā ordination to a maiden who is under twenty rainy seasons old, her act constitutes a pācattika offense.”
Bhikṣuṇī is as explained above.
‘If a maiden, though she is under twenty years old’ means that she is ‘under twenty rainsy seasons old’. She is termed ‘a maiden under twenty rainy seasons old’. If a maiden, though she is a full twenty years old, is under twenty rainy seasons old, she is also termed ‘a maiden under twenty rainy seasons old’.
If a maiden, is more than twenty years old, but under twenty rainy seasons old, she is termed ‘a maiden under twenty rainy seasons old’. If the pravāraṇā has not passed, even though she has counted twenty winters inclusive of the winter when she was born, she is termed ‘a maiden under twenty rainy seasons old’. It is the same for a maiden who was born in the spring.
If the pravāraṇā has not yet passed, even though the maiden has counted twenty former rainy seasons inclusive of the former rainy seasons when she was born, she is termed ‘the maiden under twenty rainy seasons old’. If the pravāraṇā has not yet passed, even though she has counted twenty latter rainy seasons, inclusive of the latter rainy season when she was born, she is termed ‘a maiden under twenty rainy seasons old’.
If all the members of the Order, consider her to be under twenty rainy seasons old, but grant the upasaṁpadā ordination to a maiden under twenty rainy seasons, all their acts constitute pācattika offenses, and the maiden cannot be called ‘a person who has been ordained’.
If one half of the members of the Order, consider a maiden not to be old enough to be ordained, and the other half of them consider her old enough to be ordained, grant the upasaṁpadā ordination to (a maiden) under twenty rainy seasons old, the acts of those who have not considered her to be old enough to be ordained constitute pācattika offenses. The acts of those who considered her to be old enough to be ordained constitute no offense. She is called ‘a person who has been well-ordained’.
If the members of the Order, consider a maiden under twenty rainy seasons (after her birth) to be old enough to be ordained, grant her the upasaṁpadā ordination, their acts constitute no offense; and she is called ‘a person who has been well-ordained.’
If she has passed twenty full rainy seasons, but is under twenty years old, she is considered ‘a full twenty rainy seasons old’. A maiden, who is a full twenty years old as well as a full twenty rainy seasons old or a maiden, who is over twenty years old and a full twenty rainy seasons old, are termed ‘a maiden who is a full twenty rainy seasons old’.
If a maiden has passed the pravāraṇā at the end of the rainy season, and is a full twenty (years old) since she was born in the winter, she may be granted the upasaṁpadā ordination. It is the same for a maiden who was born in the spring.
If one half of the members of the Order, consider her to be old enough to be ordained, and the other half consider her not to be old enough to be ordained, but grant the upasaṁpadā ordination to a maiden who is a full twenty rainy seasons old who has also passed the pravāraṇā at the end of the former rainy season or the latter rainy season, this maiden can be said to ‘be well-ordained’; and the acts of those who have considered her not to be old enough to be ordained constitute light infringements of the Vinaya rules, but the acts of those who considered her to be old enough to be ordained constitute no offense.
If all the members of the Order grant the upasaṁpadā ordination to a maiden who is a full twenty rainy seasons old, and consider her to be too young to be ordained, all their acts constitute light infringements of the Vinaya rules, and the maiden cannot be said ‘to have been ordained’.
If all the members (of the Order), consdier her to be old enough to be ordained, and grant the upasaṁpadā ordination (to a maiden of full twenty rainy seasons old), all their acts constitute no offense; she is said ‘to have been well-ordained’.
‘A maiden’ is the one who has never had sexual relations with a man. If (all the members of the Order) grant the upasaṁpadā ordination (to a maiden under twenty rainy seasons old), their acts constitute a pācattika offense.
If a maiden wants to be granted the upasaṁpadā ordination, taking refuge in the Tathāgata’s Dharma, the Order ought to ask her. “When were you born?” If she doesn’t know her age, the Order should check the records for her birth year. If the information is not available, her parents or relatives should be asked. If none of them knows, she should be asked about the king’s name, a rich harvest or a great famine. If this is not available, her sexual organs should not be checked. A maiden of a family of entertainers, though young, may be mature, the Order should only check her hands and feet, bones and joints. Thus the Blessed one taught.
