pūra-viṁśati-varṣā pi ca bhavati kumārībhūtā deśita-śikṣā ca paripūraśikṣā ca tāṁ cāsaṁmatām upasthāpayet pācattikaṁ If a maiden is fully 20 years old, and has received the instruction/training, even when her training is completed, if [a bhikkhuni] ordains her, without her having been agreed upon (a-saṁmatām), [this entails a] pacittiya.

Bhagavān śrāvastīyam viharati | Bhagavatā dāni śikṣāpadaṁ prajñaptaṁ The Blessed One was staying at Srāvasti. The Blessed One had laid down this rule:
na kṣamati a-pari-pūra-śikṣām upasthāpayituṁ | ‘One should not ordain one whose training has not been completed.’
tā dāni bhikṣuṇīyo viṁśati-varṣāṁ kumārī-bhūtāṁ deṣita-śikṣāṁ pari-pūra-śikṣām upasthāpayanti | bhikṣuṇīyo dāni ojjhāyanti | asty eṣā deśita-śikṣā | no tu [jā]nāma paripūra-śikṣā vā na vā ti | Some nuns ordained a maiden 20 years old, who had been taught the training, whose training had been completed. The other nuns became indignant: ‘She has certainly received the training: but we don’t know if her training was completed or not.’
etaṁ prakaraṇaṁ bhikṣuṇīyo Mahāprajāpatīye Gautamīye ārocayeṁsuḥ | peyālaṁ | yāvad Bhagavān āha | The nuns related this story to Mahāprajāpati Gautami – etc., up to – The Blessed One said:
tena hi yā eṣā viṁśati-varṣā kumārībhūtā ākāṁkṣati Tathāgata-pravedite dharma-vinaye bhikṣuṇī-bhāvaṁ tāya saṁgho upathāpanā-sammutiṁ yācitavyo ‘From now, if a maiden of 20 years desires the ordination, the status of a nun, according to the dharma and discipline stated by the Tathagata, she should ask the Sangha for (their) agreement as to ordination (upathāpanā).’
śṛṇotu me ārya-saṁgho | iyam itthan-nāma viṁśati-varṣā kumārībhūtā deśita-śikṣā ākāṁkṣati Tathāgata-pravedite dharma-vinaye upasaṁpadaṁ bhikṣunī-bhāvaṁ | [Procedure:] “may the noble Sangha listen to me: the maiden, (named) so and so, aged 20 years old, who has received the training, desires the ordination, the status of a nun, according to the rule and discipline stated by the Tathagatha.
yadi saṁghasya prāpta-kālaṁ iyam itthan-nāmā saṁghaṁ upasthāpanā-sammutiṁ yāceyyā | yāciṣyati āryā saṁgho iyam itthan-nāmā saṁghaṁ upasthāpanā-sammutiṁ | kṣamate taṁ saṁghasya yasmāt tūṣṇīm evam etad dhārayāmi
If the community sees fit, the maiden (named) so-and-so should ask the Sangha for (their) agreement as to ordination. O noble community, the maiden (named) so and so, requests the community’s agreement for ordination: the community consents, since it remains silent, this is how I understand it.
tāya dāni yācitavyaṁ | vandāmy aryā saṁghaṁ | aham itthan-nāmā viṁśati-varṣā kumārībhūtā desita-śikṣā paripūra-śikṣā ākāṁkṣāmi Tathāgata-pravedite dharma-vinaye upasaṁpadaṁ bhikṣunī-bhāvaṁ | sāhaṁ saṁgham upasthāpanā-sammutiṁ yācāmi | sādhu vata me āryā saṁgho upasathāpanā-sammutiṁ detu | evam dvir api trir api yācitavyaṁ |
Then the [candidate] should ask: “I pay respect to the noble community. I am the maiden, (named) so and so, aged 20 years old, who has received the instruction/training, whose training is complete; seeking ordination, the status of a nun, according to the rule and discipline stated by the Tathagata; I ask the noble community’s agreement for ordination [as such:] “O noble community please give me your agreement for ordination.” This must be asked 2 times, 3 times.
karma | śṛṇotu me āryā saṁgho | iyam itthan-nāmā viṁ-śati-varṣā kumārī-bhūtā deśita-śikṣā paripūrā-śikṣā ākāṁkṣati ṭathāgata-pravedite dharma-vinaye upasaṁpadaṁ bhiikṣuṇī-bhāvaṁ | sā saṁgham upasthāpanā-sammutiṁ yācati | yadi saṁghasya prāpta-kālaṁ samgho itthan-nāmāyo(ye) upasthāpanā-sammutiṁ dadyāt | ovayikā eṣā jñaptiḥ Procedure: “May the noble community listen to me: Here is the maiden (named) so-and-so, aged 20 years old, who has received the instruction/training, whose training is complete; she desires the ordination, the status of a nun, according to the rules and discipline stated by the Tathagatha [s]. She requests your agreement for ordination. If the community sees fit, please give the maiden (named) so and so your agreement for ordination. This is the appropriate motion.
śṛṇotu me āryā saṁgho | iyam itthan-nāmā viṁśati-varśā kumārībhūtā deśita śikṣā ākāṁkṣati Tathāgata-pravedite dharma-vinaye upasaṁpadaṁ bhikṣuṇībhāvaṁ | sā saṁgham upasthāpanā-sammutiṁ yācati | tasyā samgho itthan-nāmāye upasthā-panā-sammutiṁ deti | ta(ya)syā āryamiśrikāṇāṁ kṣamati itthan-nāmāye viṁśati-varṣāye upasthāpanā-sammutiṁ dīyamānāṁ saṁ-ghena | sā tūṣīm asya | yasyā na kṣamati sā bhāṣatu evaṁ dvitīyā tṛtīyā karma-vācanā “May the noble community listen to me: Here is the maiden (named) so and so, aged 20 years old, who has received the training/instruction, whose instruction is complete; she desires the ordination, the status of a nun, according to the rules and discipline stated by the Tathagatha. She requests your agreement for ordination. Those nuns who consent that the community gives, to the maiden, (named) so and so, aged 20 years old, your agreement for ordination, remain silent. Those who do not consent, may they speak now. [This is the first karma-vācanā] ... to be done likewise a second and a third time.
| dinnā āryamiśrikāyo itthan-nāmāye viṁśati-varṣāye kumārībhūtāye deśita-śikṣāye paripūrṇa-śikṣāya upasthāpanā-sammutiḥ saṁghena | kṣamate taṁ saṁghasya yasmāt tūṣṇīm evam etad dhārayāmi “O nuns of the noble community, the community has given to the maiden (named) so and so, aged 20 years old, who has received the training/instruction, whose instruction/training is complete, their agreement for ordination: the community consents, since it is silent; this is how I understand it.
atha khal Bhagavān Mahāprajāpatīṁ Gautamīm āman-trayati | sannipātaya Gautami bhikṣuṇīyo yāvat paryavadātāni bhaviṣyanti | Then The Blessed One addressed Mahaprajapati Gautami – etc… “let it be perfectly understood ...”
paripūra-śikṣā pi ca bhavati tāṁ cāsaṁmatām upasthāpayet pācattikam|
“Even if the instruction/training of a [maiden] is completed, if [a nun ordains her] without her having been agreed upon for ordination, [this entails a] pacittiya.”
paripūraśikṣā pi ca bhavatīti aṣtādaśa-varttehi dve varṣāni deśita-śikṣā | “Even if the instruction/training of a [maiden] is completed” means “her training/instruction for the two rainy seasons, with its 18 obligations, has been accomplished.”
tāṁ cāsaṁmatām iti asaṁmatā evam asaṁmatā apari-pūra-śikṣā pi asaṁmatā
“without her having been agreed upon for ordination” means: is not agreed upon; is not agreed upon, the one whose, furthermore, instruction/training has not been completed.
tam ca se karma karonti prajñapti-vipannaṁ gaṇa-vipannaṁ anuśrāvaṇā-vipannaṁ anyatarānyatareṇa karmopakleśena upakliṣṭaṁ | evaṁ pi eṣā asaṁmatā | In the case where a procedure is undertaken, which is lacking the motion, which is lacking the order [of nuns], which is missing the proclamation, stained in anyway with a formal defect – given these obstructions, she is not agreed upon.
upasthāpayed iti upasampādayet pācattikaṁ | yāvat prajñaptiḥ | “ordained”, means “given the ordination”. It is an offence entailing a formal confession, - etc …promulgation.
tena Bhagavān āha | pūra-viṁśati-varṣā pi ca bhavati kumārībhūtā deśita-śikṣā ca paripūraśikṣā ca tāṁ cāsaṁmatām upasthāpayet pācattikaṁ Thus the Blessed One said: “If a maiden is fully 20 years old, and has received the instruction/training, even when her training is completed, if [a bhikkhuni] ordains her, without her having been agreed upon (a-saṁmatām), [this entails a] pacittiya.”
