While the ultimate objective of the Beauregard Corridor Stakeholders Group (BCSG) is to create a Small Area Plan for the Beauregard Corridor Planning Area (BCPA), "the mission of the BCSG is to understand, identify, evaluate and provide constructive comments guiding the preparation of the Beauregard Corridor Small Area Plan."
The BCSG was created by citizens of Alexandria’s West End in the Fall of 2010 so that they could work directly with the five entities – JBG, Home Properties, Hekemian, Duke Realty, and WRIT – that own much of the land within the BCPA to - (1) review the existing conditions in the BCPA and (2) update the zoning of the BCPA - the two activities which form the core of a Small Area Plan. In the Spring of 2011, Southern Towers joined the five other entities that own much of the land in the BCPA to work directly with citizens to update the Small Area Plan for the Beauregard Corridor. Together, these six entities – JBG, Home Properties, Hekemian, Duke Realty, WRIT, and Southern Towers – own over 50% of the land in the BCPA.
The BCSG was specifically designed to not be an official advisory committee of the City of
Alexandria, so that the citizens of Alexandria’s West End could freely discuss
the ramifications of the potential re-development of their neighborhoods
without running afoul of the provisions of “Sunshine Laws” which prohibit more
than two members of officially sanctioned City entities from discussing matters
within their purview without first having to advertise such discussions as
In October 2011, BCSG forwarded the Recommendations for a Beauregard Corridor Small Area Plan (SAP) to the City's Department of Planning & Zoning (P&Z) and requested that the P&Z staff draft a SAP for the BCPA based on these Recommendations.
On January 23, 2012, the City released a Working Draft of the Beauregard Small Area Plan for public comment that was based on Recommendations made by members of the BCSG. After several meetings with citizens and the receipt of numerous comments from citizens, on March 27, 2012, the City released a Revised Draft of the Beauregard Small Area Plan." On May 12, 2012, the Beauregard Small Area Plan was formally approved by City Council.
