Finally finished. A cargo bike that can be built with nothing but a $4 rivet squeezer, a hacksaw, a drill, some spare bike parts, and 1x1 inch aluminum tubing from the hardware store. A can of spray paint from an auto supply store dressed up the add-on nicely. The elegance of this building method is from the 1x1 inch tubing as it creates its own alignment jigs as construction progresses. This means you don't need fancy clamps or lots of time to build. The frame is stronger than the wheels. I've already ridden over curbs with my friend on the back for a combined rider and cargo weight of 400 pounds! Make sure your tires are inflate to their max pressure because with a full load the tires feel squishy. Also, the dimensions make this build 29er compatible.

All great designs invovle a sketch somewhere. I used Google SketchUp instead of a napkin to get a general idea for the amount of material, size, jointery, and weight the cargo frame would entail. I sized it to work with every wheel size between 20" and 29" with fat mountain bike tires. The bottom decks were not included to keep the drawing from looking cluttered.
