LT. Theis is making arrangements to buy furniture for the Al Baaya Fire Station. He has some limited funding available to him through his chain-of-command for "Nation Building" activity. He has talked this through with the Station Fire Chief and they figure that with 700 bucks they would go a long way to furnish the Station. Now the Fire Fighters are sleeping on the floor on mats. The Fire Chief will not take the money himself and go make the buy. He says that it’s too much money for him to carry. He is really uncomfortable with the plan so LT. Theis agrees to handle the money himself. But, the Fire Chief will go first to the shop owner and get a quote in writing. LT Theis doesn’t want the shop owner to raise the price as soon as the Americans show up to complete the sale. LT Theis, "If he tries to raise the price, I’ll arrest him for three days. I don’t need any justification to hold him for three days. If I have justification, I can hold him for 21 days". I have no doubt that LT Theis will play hardball with the shop owner.

Jeff and his wife moved to Vermont as part of the "back to the land" Hippie Dispersion of the late 1960s. He left New Jersey. The furniture was covered with plastic to protect against bat guano.
