He filed Senate Bill 44 providing for affordable drug rehabilitation treatment for beneficiaries of Philippine Health Insurance Corp. This amends Republic Act 7875, instituting a National Health Insurance Program for all Filipinos, and establishing the PhilHealth. The solon noted that as of 2009, there are 1.7 million drug dependents but only 2,000 underwent treatment and rehabilitation. The cost of treatment and rehabilitation discourages families of drug dependents to avail of it. “By including it in the PhilHealth coverage, it becomes free, or at least affordable for every Filipino. Kasi maraming rehabilitation centers sa atin. Right now, 96 ang rehabilitation centers nationwide. Out of the 96, 48 are accredited, 28 are government institutions,” Sotto said. “Iyung 23, makakapasok ka ng libre, although masikip, most of the time. Sotto said the proposed amendment “highlighted the inclusion of drug abuse and dependency treatment as among the personal services covered.” It also recognized rehabilitation centers as health institutions that are considered as health care providers. “This bill further proposes amendment to specifically include rehabilitation treatment as among the enumerated categories of personal health services to ensure its beneficiaries affordable rehabilitation treatment,” he said. Sotto said one of the pervading social ills at present is rampant drug addiction. Various laws have been passed to prevent and control this drug menace. “What has been overlooked however and has not been properly addressed is the rehabilitation of drug dependents, providing for such facilities and medical treatment to ensure their complete recovery and eventual social reintegration,” he said. He filed a resolution urging the Senate committees on local government, justice, public order, and illegal drugs to conduct an inquiry on the possibility of establishing regional penetentiaries for drug offenders and creating the Office of the National Penitentiary for Drug Offenders. “Kapag hindi lulusot ‘yan I’m contemplating a bill to revive death penalty only for drug traffickers. Alternative na lang yan. Sana makumbinsi natin sila na ihiwalay sila sa ibang criminals,” Sotto said. He noted that drug offenders comprise 70 percent of the inmates in city jails and the national penitentiary. “Drug offense is a special kind of crime, thus it requires a special rehabilitation program and security protocol for its offenders. There is an urgent and indispensable need to come up with measures to address the peculiarity of the rehabilitation and security requirement for drug offenders.” “Concomitant to such establishment of regional penitentiaries is the creation of the Office of the National Penitentiary for Drug Offenders to ensure the establishment of such penitentiaries and to administer its operation,” he said. He also filed several measures, including one that seeks to strengthen the government’s campaign against illegal drugs, mandatory drug testing for drivers involved in traffic accidents, lower the age of exemption from criminal liability, and creation of a special court to be known as the Dangerous Drugs Court.
