Some 160 years has passed since the first known Aerial Photos were taken by a French photographer. In the private sector the use of Aerial Images in very different fields is widespread. 

Astonishingly the usage of Aerial Photos in disaster interventions seems to be uncared for civil application such as for civil protection. Humanitarian Actors have neglected the benefits of Aerial Photos so far. 
In the last 2 to 3 years the situations seems to change. APDER -as to our knowledge- is the first NGO concerned with aerial imaging and as first NGO -we in APDER- are intending to initiate a Network called NAPPA based on the feedback of producers and users of Aerial Photographs. Experience in the private sector and the new initiatives within Civil Protection and Humanitarian Assistance/Development/Cooperation (and related fields such as the protection of the environment) is the foundation of the Network.

NAPPA Objectives
NAPPA intends to be the focus for initiatives around Aerial Photos, new technologies and their application, as well as collect experience for improving its applications in disasters. NAPPA also serves as a catalyst to promote the usage and to connect various project and programmes. As a platform NAPPA aims at facilitating capacity building and institutional strengthening of potential users, in particular in developing countries.


Promoting the utilisation and facilitating information exchange of Aerial Photography

 
  • Integrate, encourage and improve the use, the learning and the exchange of experience of Aerial Photography, data acquisition and data processing. 
  • Promote cooperative efforts and faciltiate information sharing of users and producers is one of the core functions of the Network.


























Supporting development and testing of new technology to capture Aerial Images, etc.

  • Be an Exchange platform for the development in technologies to enforce complementarity.  
  • Ensure the continuous improvement of Aerial Photographic based information, requested by users in divers field.

Strengthening of organisations and institutions in using/processing Aerial Photos in planning and coordination and campaigning.

  • Increase development of knowledge and skills of individuals regarding the use of Aerial Photos and its resulting information.
  • Integrate Aerial Photographic-based information into information systems-management of organisations and institutions and their Standard Operating Procedures (SOP).
  • Enforce The Capacity Building and the strengthening of institutional arrangements at all levels as it is the key to increasing the ability of individuals and organisations to access and effectively use Aerial Photographic-based services (for Disaster Reduction, Preparedness, Response and Recovery, for wildlife protection and many other fields). 
  • Strengthen non structural means by studying and implementing the methods of integration of Aerial Photos (in all its possible application).
