Unknown factor: Sentiment is very high in favor of liberating Mars and denying the Hegemony any more room for expansion. The League has restricted enrollment in it’s Armed Forces, until it could build more ships and train more officers, not to mention attempt diplomacy to avoid all out war. It’s possible the League could easily double its military size to 3.0% given enough time.
