Easy to build with a dremel and a soldering iron. Or simpler to purchase and install, (0 out of 10 difficulty). If you can use paypal and can replace two fuses you have all the skills you need.
I travel quite a bit and mailing might be delayed but I try to keep a few on hand so my wife or son can mail them out to you. They get the beer ;( but you still get the goods ;). Just email me to check lead time.

Yes it only turns on the headlights, nothing else.
I did it on mine to pass the RIV inspection. Finished in under 30 minutes with no prep or prepurchased parts.
You can remove it by replacing the heated seat and light fuse and re-install at will in seconds.
You will need,
The car, drivers left side footwell, fuse box cover removed.
If you have heated seats all you need is a 2 inch long piece of stranded insulated wire 18 gauge or bigger
If you do not have heated seats you will need the wire and fuse for the light from above and one spare car fuse like all the other ones in the fuse box, any amperage will do.
A dremel or similar tool
A soldering iron
STEPS
1, remove fuse 9 (15 amp) and 6 (25 amp if you have heated seats)
2, Dremel off the top inside of one side of the plastic fuse housing to expose the upper top side of the fuse tab.
3, Strip and solder your two inch bit of wire to both exposed tabs
4 CAREFUL! Make sure the soldered jumper is on the BOTTOM tabs and reinstall the jumpered fuses
Ignition on, lights on automatically, you are done. (put the fuse cover back on).
Heated seat should still work, the trick is it "steals" a bit of power to run the lights when the ignition is on.
I ship them flat, like this, creased. All you need do is bend and insert into the fuse box.
Recall letters: make sure you ask for the 'JOB MANAGEMENT REPORT" printout from their database from US the dealer that does the PPI. The title is "Vehicle information" and it is a database printout based on the VIN of your Porsche. Mine was two pages long. The critical bit is under "Campaigns"

My understanding is the Stop sales of 0 is what is needed to prove that all recalls on the vehicle are done, ie the A209 recall on mine was complete.
Make sure you include this report as a condition of the PPI.
RIV* inspection by Canadian Tire, Porsche Canada never saw the car.
km speedo, hold the right clock adjust dial rotated CCW for 6 seconds.
Climate control to C. Hold recirc for 6 seconds (not required for RIV).
*Great note from Glen! If your 996 or any other car for that matter is manufactured (not sold) 15 or more years ago, RIV can be told to go to hell as well!!!! My favorite pastime is telling bloodsuckers with their hands out to depart in jerky motions enroute to a warm afterlife.
Take the $500.00 you saved and give the finger to Porsche Canada Dealers for the veiled half truths and BS they post about them having to "inspect" your car.

All assemblies use 14 gauge wire, are hand made and tested for continuity.
