全面啟動培養學生國際實務能力Full Ahead for Cultivating Student’s International Practical Competency



    本校以海洋立校,眾多系所實務均為國際產業;但本校國際合作起步較晚,校園國際交流氛圍尚有提升空間;同時系所屬性特殊,招收國際學生上較有挑戰性。近年來海洋工程學院多位老師蓄積國際合作能量,於99年開始鎖定地理位置與台灣地理位置相近,自然資源豐富的泰國,作為交流對象。台灣雖然對泰國相當陌生,但當前正以區域概念經營高等教育,泰國更是扮演台灣學術技術輸往中南半島及東南亞國家推廣的跳板,是一個我們需要認識的國家。同時,東協共同體即將在2015年開始,台灣因政治因素被拒於門外,我們更應採取積極主動的態度,與東南亞國家建立堅實的合作基礎。

 

歷經99年之前的醞釀,100年的前往泰國招生,本校海洋工程學院執行101年教育部國際合作案,以7位老師帶領11位學生,分別至泰國共5所研究型大學進行短期研究交流,成果豐碩。隨即與泰國宋卡王子大學、孔敬大學簽訂校合作協議,並建立實質永續交流模式。102年國際合作案由水圈學院執行,受限於補助金額,故鎖定與宋卡王子大學做深入學術交流。但本校與泰國或其他地區友校的合作,仍然持續進行師生互訪、共同研究,甚至短期邀請教學。

 

海洋工程學院今以多年的能量與經驗,提出103年國際合作案,以「全面啟動培養學生國際實務能力」為題。我們根據過去的經驗已經了解,唯有以多元的環境培養學生的國際實務能力,讓國際的元素在教育過程中頻繁化平常化;舉凡外國老師演講授課、校園裡或FB上的國際友人互動、參加外國學校的營隊或研究、參訪國外產業與企業活動、至國外實習等等,以收孕育國際實務能力之效。103年國際合作案分成數個國際交流活動項目,由校內教師提出構想,計畫辦公室協助執行,並與現有網絡與資源做最佳媒合;因將不限於某校或某種形式。

 

本案現有規劃與執行項目羅列如下:一、與國外機構交流合作:合辦國際研討會、主辦國際學生研習營、短期訪問研究、參加研討會等;二、學生海外研習實習:參訪國際產業展、海外實習、參加海外學生研習營等;三、交換師生:學生短期交換研究、教師短期教學;四、招收外國學生:繼續簽訂雙聯碩士學制、招收研究生;五、其他-支持國際事務學生社群、建立國際友善校園、開設國際能力訓練課程等。

 

本案以過去多年的國際合作基礎為本,教育革新經驗為綱,意圖建立一個以學生為主體的國際實務能力養成系統,具有實際可行性。高雄海洋科技大學希望獲得教育部對本計畫的補助,協助鼓勵本校培養國際實務能力的海洋科技人才,並建立台灣在海洋科技的優異領導地位。

National Kaohsiung Marine University established on Ocean science and technology, there are well accepted as international business. However, we started slowly in international collaboration, international atmosphere on campus still have a great room to improve. Faculty members in College of Ocean Engineering have focused on Thailand for international collaboration since 2010. Even though Thailand sounds foreign to most Taiwanese, but they are a very important gate way to interact with southeast countries. Moreover, ASEAN will be active in 2015; Taiwan has to take a more aggressive rope in participating in regional activities.    

 

After the initiation period of 2010~2011, College of Ocean Engineering execute the proposal of 2012 international collaboration on marine resource management with 5 top Thai Universities. We have signed MOU with Prince of Songkla University and Khon Kaen University, and continue to exercise sustainable collaboration activities since, including students’ visit and faculty exchange.   

 

This year, with its full potential and experiences, College of Ocean Engineering proposes the plan for 2013 on “Full Ahead – Cultivating Students international practical competency”. We have become aware that only a holistic and international environment can help students to build their international abilities. Making international elements more common in life, e.g. Foreigner instructor, meeting friends in campus or on Facebook, attend international workshops, short term research or industrial visit, intership abroad, etc. Therefore, we have openly recruited ideas of international collaboration this year and put them into several categories. The project office will help to realize each idea utilizing the existing resources and networks.          

 

Current planned activities are as followed: A, collaboration with foreign institutes: holding conference jointly, host international students’ workshops, short term research visits, attending conferences; B, Students attending workshops and do internship abroad, going to international industrial shows; C, students and faculty members short term exchange; D, recruiting international students: continuing on the efforts of signing new agreements on dual master degree; E, others: supporting international affair students; group, making campus more foreigner friendly, offering classes on international abilities.   

 

Based on our previous experiences on international collaboration and understanding of higher education, we propose a cultivation system that focuses on students as the main part. This proposal is very practical and will be very beneficial to the students. National Kaohsiung Marine University hopes to gain support from the Ministry of Education on our effort in educating the students as the marine technology specialists.
