Annual Governance Statement for

The Federated Governing Board of St Giles’ Great Maplestead & St Andrew’s Bulmer

July 2018

In accordance with the Government’s requirement for all Governing Boards, the 3 core strategic

functions of the Federated Governing Board are:

1. Ensuring clarity of vision, ethos and strategic direction;

2. Holding the Headteacher to account for the educational performance of the school and its

Pupils;

3. Overseeing the financial performance of the school and making sure its money is well spent.

Governance arrangements

The Federated Governing Board of St Giles’ & St Andrew’s C of E (V.C.) Primary Schools is made up of:-

Authority (1), Co-opted (4), Foundation Ex-Officio (1), Foundation PCC (2),

Parent (2), Staff (1) and The Head (1) – a total of 12 Governors.

All categories have been filled and there are, currently no vacancies.

There are 4 Governing Board Meetings each year and termly meetings for Finance & Premises and Curriculum & Personnel. We also have Committees

that deal with Pay, Pupil Discipline, Performance Management and Disciplinary/Grievance

Attendance record of Governors

Governors have good attendance at meetings.

The work that we have done on our Committees and in the Governing Board

And Two become One.

We have over the last year successfully federated St Giles’ and St Andrew’s, which involved the merging of the two Governing Boards. We have not wanted to lose the distinctiveness of each individual school in this process and ensured that there was a balance of Governors from each school but not compromising on the strengths and skills of the Governing Board overall.

We have had OFSTED Inspections in each school this academic year, St Giles’ in September and St Andrew’s in March and we were delighted that the schools were both judged as GOOD. The Inspector at St Andrew’s particularly mentioned the strength of the Federated Governing Board.

Apart from this we have also continued our monitoring role, particularly in foundation subjects, following the improvement in Art across both schools with the involvement of staff from Hedingham School.

We have started Parent Forums in both schools, where matters raised are listened to by Mrs Nichols and Governors. Queries, questions and concerns that are raised are either answered there and then or may be bought to Governing Board meetings for further discussion. Already from these meetings, the choice for lunch at St Giles’ has increased and a safer (although temporary) system for the buses and children at pick-up time at St Andrew’s has been put in place until the new fencing is installed.

We have also been keeping a close eye on finances and looking at projections for the future, taking into account the reduction in school budgets.

Church links to the school

Recognising its historic foundation, the Foundation Governors are particularly responsible, along with other Governors, to preserve and develop the school’s religious character in accordance with the principles of the Church of England and in partnership with the church at parish and diocesan level. They also encourage an understanding of the meaning and significance of faith, and promote Christian values through the experience it offers to its pupils. The school vision statement identifies the importance of Christianity, reflected in everyday values, throughout the community and curriculum of the school.

Future plans for the Governors

Due to the reduction of school budgets and the rising costs of running schools, we will be, over the next year, looking at ways we can sustain our current staffing and leadership team across the federation in the future.

We will continue to strive to increase the number of children at St Andrew’s.

An area that we know we need to continue working on is that of communication with parents. We will continue with the parent forums and plan to increase our Governor attendance at many school events, plus discuss other ways we can increase our presence.

Monitoring of areas of importance will continue in line with the School Development Plan, safeguarding, health & safety, curriculum, personnel, data and finance
