Some pages have moving images, and it might be possible for the Toolbar/Sidebar to become hidden behind a banner or ad. In this situation, you can use keyboard shortcuts [press CTRL+SHIFT+s together, and then press z] or reload the page.
How about PDFs?

At this time we are unable to reposition the Toolbar or Sidebar when working with a PDF.
