Copy & Paste Method
Combining images in a graphics program uses several learned skills together, like copy/paste, scaling/resizing, and foreground/background deletion. There are multiple ways to combine images. These are two different examples: using Copy Paste, and using Place Embedded.
Combining Images Using Copy Paste
Locate the image to be copied and open it in a SEPARATE Photoshop tab.
Using the rulers (view-> rulers), estimate the size of the area to place the new image in.
Resize the image to be copied to match the area size where the copied image will be placed. Use the Image -> Size process to change the dimensions of the image to be coppied.
Edit the image as needed.

Use one of the select tools to grab the portion of the image to be copied.
Copy the selected portion using edit->copy, or <ctrl>+c
Paste the copied image into the target image.
The pasted image will be on it's own layer, so it will be easier to make final adjustments.
Combining Images Using Place Embedded
Open your target image in Photoshop
Goto File -> Place Embedded
In the window that appears, navigate to your source file.
Select you source file and click place
Resize the embedded image by dragging the corners to the correct size
To edit the image you will first need to convert it into pixels.
Open the layers pannel and select the layer to be editied
Right click on the source image layer
Select rasterize image
Edit as needed
