If a student is avoiding or protesting a task by putting their hood up or on their phone, see the antecedent strategies for off-task non-disruptive or disruptive behavior
Provide a designated space for students to put their phones upon entering the class (pouch attached to the front of their desk, assigned cubbies)
Provide a time slot in the beginning of class for students to spit out any gum or put any food away
Set up a few minutes at the end of the period in which students can turn their phone on (you can pair this with a reinforcement system so that they earn this time)

If a student is avoiding or protesting a task by turning on their phone, see the response strategies for off-task non-disruptive or disruptive behavior
Prompt the student by reminding them of the expectations
Follow pre-determined consequences for repeated gum/phone use. **Make consequences restorative and related to the behavior. For example, let the student know that you do not allow phone use because it is important for them and others to learn and use of the phone can be distracting for themselves and others. Therefore, to help them be more successful, you are going to put the phone on your desk until the end of class.
