Russell: A Place of Promise is being incubated within Cities United and Louisville Metro Government, and is a fiscally-sponsored project of the Community Foundation of Louisville (CFL) , a 501(c)(3) public charity. Within two - three years the project will become its own entity decided by Russell residents
