SENATE MEMORANDUM ON THE CONSTITUTIONAL AMENDMENT PROPOSAL
(Constitutional Convention – October 8, 2025)
On October 8, 2025, the Student Congress formally agreed to amend the student government constitution through a Constitutional Convention. This initiative was proposed by Vice President Seth Nicholas Sese and received overwhelming support, with three-fourths of the Congress voting in favor. Specifically, 14 out of 18 members cast affirmative votes, while 4 members were recorded as abstained due to absence.
The Congress elected Senator Dan Asher D. Rivera as Secretary General of the Constitutional Convention, with 13 out of 14 present delegates approving the appointment. This amendment process aims to provide a structured, participatory, and transparent framework for reviewing and updating the constitution to reflect the evolving needs of the Student Body Government (SBG).

I. Constitutional Convention Mandate
The convention shall review, propose, and approve amendments to the current SBG Constitution.
The convention is empowered to discuss matters relating to governance structure, student rights and responsibilities, and the operational framework of SBG.

Votes in favor: 14 (three-fourths majority achieved)
Abstained/Absent: 4
The result affirms the constitutional legitimacy and broad support of the proposed amendment process.
III. Election of Convention Officers
Secretary General: Senator Dan Asher D. Rivera

The Secretary General shall preside over the convention proceedings, maintain official records, and ensure transparent documentation of debates and resolutions.
IV. Convention Procedures
The convention will convene under the rules approved by the Student Congress.
Decisions shall be made through majority voting among present delegates unless otherwise specified by the convention rules.
All resolutions and proposals shall be formally documented and submitted to the SBG for ratification upon conclusion of the convention.
