A holder of master's degree or equivalent in any field and has potential research topics in environmental management. Other qualifications will be considered by program committees.
Plan 1.1 (Thesis only)
1. Complete all required thesis credits, pass the Qualifying Examination (QE), submit a thesis proposal, submit the thesis and pass the final oral defense, which is open to the public. The evaluation criteria include new knowledge contribution, originality, and comprehensive understanding of the thesis
2. Meet one of the following publication requirements:
2.1 At least two published or accepted research articles in international journals that meet the quality standards set by the Office of the Higher Education Commission (OHEC), or
2.2 At least one published or accepted research article in an international journal that meets the quality standards set by the Office of the Higher Education Commission (OHEC), plus at least one innovation or creative work with demonstrated commercial, social, or economic impact, or at least one patent. In the case of an innovation or creative work, the thesis must be evaluated by at least three external experts in the same or related fields and approved by the PSU Council.
3. Meet the English proficiency requirements for Doctoral degree students as announced by the PSU Graduate School
4. Other matters shall be in accordance with the relevant PSU regulations, criteria and guidelines, such as scholarship recipients must meet the graduation requirements specified by the scholarship conditions.
Plan 2.1 (Coursework + Thesis)

Complete all required coursework with a GPA of at least 3.00, pass the Qualifying Examination (QE), submit a thesis proposal, submit the thesis and pass the final oral defense, which is open to the public. 2. Meet both of the following publication requirements:
