Services: Low-Income Energy Assistance Program or LEAP, which provides home heating assistance to low-income households with income up to 165 percent of the federal poverty level. The program operates November 1 through April 30. To qualify for LEAP, applicants must be responsible for paying heating costs to an energy provider, fuel dealer or, as part of their rent; and be permanent legal residents of the United States and Colorado, or have household members who are U.S. citizens. LEAP assistance is not intended to pay a household's entire cost of home heating, so it is important that households continue to pay their heating bills.
