Possible Reasons
1. The initiating user id has insufficient balance
2. Insufficient fund from CASH IN ATM account
Solutions
1. Ensure that both accounts have sufficient fund
2. If error occurred during ATM Loading, then reverse process by performing ATM Unloading first before ATM Loading.
