Assembly Bill 24 (2017) instructed the California Department of Education (CDE) to develop a set of criteria to award students who have demonstrated excellence in civic education.
“It is the intent of the Legislature to establish a State Seal of Civic Engagement (SSCE) to encourage, and create pathways for, pupils in elementary and secondary schools to become civically engaged in democratic governmental institutions at the local, state, and national levels.” -California Education Code (EC) Section 51470
Any pupil enrolled in California public schools, direct-funded charter schools, the juvenile justice system, and/or in alternative school settings up through grade twelve.
Students may earn an SSCE in either grades ten, eleven or twelve, for purposes of affixing insignia to a transcript to use in college or work applications.
Local education agencies (LEAs) may develop local means of recognition for younger students as a pathway to earning the SSCE.

PUSD Youth Civic Engagement Showcase
The 2nd Annual PUSD Youth Civic Engagement Showcase took place on April 16th, 2025, at the Porterville Military Academy gym, bringing together students, educators, and community members for an inspiring evening. Attendees explored powerful student-led projects from across the district, each demonstrating a commitment to civic engagement and social responsibility. The event also honored 2025 State Seal of Civic Engagement recipients from across the district—students recognized for making a meaningful impact in their communities. It was a night of celebration, connection, and a shared vision for empowering youth to shape a better future.
2024 Inagural PUSD Civics Showcase
Porterville Unified School District (PUSD) held its inaugural Civics Showcase at the Porterville Military Academy on April 3rd, 2024. The event highlighted students' civic engagement, who presented projects on various topics, demonstrating their understanding of and commitment to civic responsibilities. The showcase featured numerous impressive projects covering community issues and proposed solutions, showcasing the students' research, creativity, and dedication to positively impacting their communities.

Established in 2008, the Porterville Youth Commission serves as representatives of youth throughout our community. We value and promote youth ideas, input, involvement, diversity, communication, and success. We believe unity is the key to empowerment, and as youth, we can make a difference!
