Four County Shared Services Arrangement (FCSSA) Special Education COOP proudly serves the following school districts: 

Loop, New Home, O’Donnell, Plains, Seagraves, and Wellman-Union. 

FCSSA makes available to all students with disabilities a free and appropriate public education, which includes special education and related services to meet the unique needs of each student. The Federal Regulations and State Board of Education rules assure that this education to students with disabilities will be provided in the least restrictive environment, and FCSSA abides by the Federal and State guidelines. 

FCSSA works closely with all member districts in order to provide appropriate services to students with disabilities ages 3-21, who meet state and federal guidelines. These services include: identification of a disability, speech therapy, occupational therapy, physical therapy, counseling, as well as educational services for the deaf and hard of hearing impaired and visually impaired.

The support staff of the FCSSA includes educational diagnosticians, speech pathologists, speech therapy assistants, school psychology services, occupational therapy services, physical therapy services, and an itinerant teacher of the deaf and hard of hearing, and an itinerant teacher of the visually impaired. 

The program is funded by Federal funds (IDEA-B), local funds, and revenue from the six districts. The Special Education Information Center (SPEDTex) provides resources and interactive features for increasing family awareness of disabilities and special education processes, with the goal of improving partnerships between schools and families.
