Kay Dean Toran

Currently the President and CEO of Volunteers of America, Oregon, Kay Toran served the people of Oregon for thirty years in State Government. Her last position was as Director of the State Office for Services to Children and Families, Oregon's child protective services agency. Ms. Toran's career also includes serving as Administrator of the State of Oregon's Purchasing Division. During the administration of Governor Vic Atiyeh, she was Assistant to the Governor and Director of Affirmative Action for the State of Oregon. Ms. Toran received her Master's of Social Work (MSW) from Portland State University and bachelor's degree from the University of Portland. Ms. Toran has been recognized by the state and other organizations for her service and leadership. She has received the Astra Award for Excellence from the International Astra Society, White Rose Award, from the March of Dimes for professional excellence, Manager of the Year for Leadership by the Oregon Management Association, Alumna of the Year from Portland State University, and by the Urban League of Portland with its Equal Opportunity Award.
