Born in Topeka, Kansas, Ms. Winters moved to Oregon at age 6. She attended Portland Public Schools and the Oregon State University System of Continuing Education. She was elected to the Oregon Senate in 2002 after serving two terms in the House of Representatives. She represents Senate District 10 which includes Southern and Western portions of Salem as well as the communities of Monmouth, Independence, Turner and Aumsville. Prior to serving in the Legislature, Senator Winters worked on the staff of Governors Tom McCall and Vic Atiyeh. She was instrumental in the creation of the Oregon Food Share Program which has grown into food banks throughout Oregon. In 1985, she opened her first restaurant, Jackie's Ribs, and then expanded operations to include three restaurants and three franchises. Senator Winters has been an outspoken advocate for the neediest Oregonians. She has tirelessly worked to help improve healthcare in the state as well as giving a voice to various children's issues.
