(MAY 8, 2025) The Oregon Department of Environmental Quality (DEQ) will reopen the Oregon Clean Vehicle Rebate Program on Thursday, May 22, 2025. (A "rebate" is money returned from a purchase.) This year, the program will stay open longer because DEQ received extra funding through a grant.
Standard Rebate (For all Oregon residents, businesses, non-profits, and government agencies): Up to $2,500 for a new battery electric vehicle or plug-in hybrid vehicle, or a new zero-emission motorcycle.
Charge Ahead Rebate (For low- and moderate-income households and certain non-profits):
Used vehicle rebate: $5,000 for an eligible used electric or plug-in hybrid vehicle.
New vehicle rebate: Up to $7,500 for an eligible new electric or plug-in hybrid vehicle.
Only one rebate can be claimed per person.
Rachel Sakata is a DEQ manager. She says, “This program is very popular. It helps people afford electric vehicles and improves air quality in Oregon.”
The program receives at least $12 million each year. This money comes from the state’s Vehicle Privilege Tax. Last year, the program closed early due to high demand. This year, a $31 million grant will help more low- and moderate-income households. DEQ will announce when the program will close if funds run out.
A person must apply within six months of purchasing or leasing the vehicle.
It is advised to apply early and check online for available funding.
If funds are used up, applicants will be placed on a waitlist for payment in spring 2026.
Vehicles purchased or leased before May 22, 2025, do not qualify for state rebates but may qualify for federal tax credits.
Additional savings for electric vehicle purchases, leases, or charging infrastructure are available through other state agencies and public utilities.
