Who threw cans of food from an apartment on a high floor in downtown Portland?

(MAY 23, 2024)  Lauren Ellis works at a restaurant in downtown Portland. She found a can on the street. Ravioli was inside. It was smashed. 

What happened? Lauren didn't know. She went home. In the morning, she looked at her car. She saw a dent on the roof. She thought the can hit her car. 

Somebody dropped the can from a tall apartment building near the restaurant. The building has 23 floors. The cans fell very far.

Later, Ellis found many more cans on the roof of the restaurant. She found more on the street. She thought it was dangerous. She called the police.

Who threw the cans from an apartment on a high floor? Ellis had no answer. The police had no answer. The owner of the apartment building had no answer.
