A new state law protects Black people from discrimination because of their hairstyle

(DECEMBER 3, 2021) Oregon will have a new law on January 1, 2022. It's called the CROWN Act. The new law makes it illegal for schools and employers to discriminate against Black people because of their hair.

“It is an act of self-love for the Black community to be able to show up at work and school in public places as ourselves,” said Janelle Bynum. She is a state representative from Happy Valley. “It's time for people to be able to express themselves unapologetically. This bill will remove barriers to that, particularly for our young people, who should feel safe and welcomed in school sports and activities.”

Currently the state protects people from discrimination based on race. However, the legal definitions do not clearly explain hair type, texture, or style. This includes braids, twists, wraps, and other accessories.

“This is a matter of fairness,” said Lew Frederick. He is a state senator from Portland. “Discrimination based on hair style is rooted in racism. ... Black Oregonians should feel free to wear their hair any way they like without negative consequences.”

Many people think there is more work to do. State rules and policies also have to change. People around the state need more information. They need to know the new law exists. They need to know the reasons for the new law. And they need to know their rights and protections.

“This is very important because the way we show up in our lives really does matter," said Rae Dunnaville. She is a volunteer. She helps to educate people. She talked to Oregon Public Broadcasting. She said, "The way we’re perceived matters. The way we feel about ourselves matters. I think that this law is a step in the right direction in ensuring Black people have the ability to just be who we are.”
