(JULY 4, 2020) Multnomah County Library is a large library in Portland. Many parts of the library are closed now because of the coronavirus. However, people can still borrow books and other materials. And now they do not have to worry about paying a fine if they return their things late.
The library deleted all past fines. It stopped charging late fees. It unblocked many accounts of people who owed money.
Why? They used to charge fines to encourage people to return items on time. However, research shows that fines do not help. In fact, the fines hurt people who need the library the most. If a person has too many fines, then they cannot use the library. Now that has changed.
However, people still cannot keep the books forever. "The library will still charge people replacement costs for items if they are not returned within 49 days after the due date," reports Oregon Public Broadcasting.
