Earl is a licensed Professional Engineer in Kentucky and Tennessee, a member of the Kentucky Society of Professional Engineers, and the American Water and Wastewater Association. He has worked in the engineering field for over 25 years.
Earl attended the University of Kentucky where he acquired a Bachelor of Science Degree in Civil Engineering (1995) and a Masters Degree in Civil Engineering (1996).
He began his career in Tennessee working for several years in private practice prior to joining the City of Danville in 2001. His consulting experience was with a full-service engineering firm, where he participated on large watershed projects, minor structural projects, civil site design and highway design projects. His experience in the construction industry was on large-scale highway projects including significant bridge construction.
Earl initially joined Danville as the City Engineer where he served for nearly 20years. Now having transitioned to the City Manager role he serves at the direction of the City Commission. His roles with the city have included being an engineer, administrator and while also serving as the municipal utility director. He has implemented the capital improvement program set forth by the City Commission and providing input on land development issues to the City’s Planning and Zoning agency along with other support activities. Major capital improvements so far have included a nearly 400-space Intermodal Transit Facility, renovation of the 32,000sqft City Hall/Municipal Building, the reconstruction of the City’s award-winning water treatment plant ($27million) along with a multitude of other various utility projects. Currently underway is the construction of the City’s 28,000sqft Central Fire Station.
