Welcome to the RTI Component Module Series provided by Oregon Response to Instruction & Intervention. These modules provide an overview of a Multi-Tiered System of Supports in Reading (MTSS-R), also sometimes referred to as Response to Intervention (RTI). 

Each module consists of a short (15-20 min) video describing the general features of each RTI Component, along with additional resources and reflection questions to ask about your school's RTI system. All modules are intended for staff members who are new to RTI/MTSS and/or need a refresher on certain components.

A Multi-Tiered System of Support (MTSS) is a systematic way of organizing student supports, with the goal of providing the right level of support, to the right students, at the right time. The ORTIi Framework describes what a multi-tiered system can look like in the area of Reading. It includes all the general features of MTSS including:

• An Inclusive and Equitable Culture grounded in the foundational belief that 95% of students can be effectively taught to read.

• District & School Infrastructure and Capacity to support effective installation, implementation and sustainability of multi-tiered systems, including resource allocation, professional learning and coaching provided to staff, the development of standards of practice, and effective leadership.

• Community and Family Partnerships to help ensure student and family voice is included in the building, implementing, and ongoing improvement of the system.

• Multiple Tiers of:

  • Data

  • Collaborative Data-Based Support Planning
