School-Centered Organizational Model

ORGANIZATIONAL WORKFLOW AND STRUCTURE

In the organizational model of the Clark County School District, schools are at the top and guide the work of Central Support and Services. Central departments and divisions provide the foundation to ensure that schools have the support they need to positively impact our diverse students. The work of Central Support and Services is critical to supporting District goals and eliminating barriers to meeting the needs of our students.

A school-centered organizational model ensures that schools’ main focus can be on meeting the needs of students.

  • The Superintendent of Schools oversees all District operations and is supported by the “superintendency.” The superintendency is part of the superintendent’s team and acts on the superintendent’s behalf. This team includes the School Associate Superintendents and other top District leadership.
  • Similarly, the principal oversees all school operations. The principal is supported by the “principalship.” The principalship is part of the principal’s team and can consist of administrators, teacher leaders, support staff, parents, students, and community members.
  • The School Associate Superintendents supervise the schools. Departments and divisions provide central support and services to schools.

In the school-centered organizational model, all individuals have only one supervisor. Communication, directions, and resources follow a clear path through School Associate Superintendents to schools, who are ultimately responsible for the implementation and results of all school programs. Schools don’t have to balance requests from multiple sources, because direction is only provided to schools by the Associate Superintendents. However, communication and assistance can still flow directly between schools and Central Services.

PRINCIPLES OF ORGANIZATION

The Principles of Organization are designed to guide decision-making in the district. They provide direction, meaning, and significance to our work of improving the achievement of all students. Decisions made by District staff should be analyzed within the framework of the Principles of Organization.

Violations to the Principles of Organization are inevitable and will be a natural part of implementing the Principles in practice. You will notice the examples below contain multiple instances of violations. It is up to all District staff to work through violations and support each other in order to align their work to the Principles.
