Town of North Andover COVID-19 Small Business Relief Grant

UPDATE - FEBRUARY 8, 2021: GRANT APPLICATIONS HAVE REOPENED

IN ADDITION TO RESTAURANTS AND PERSONAL SERVICES BUSINESSES, AUTO REPAIR/SERVICE AND RETAIL BUSINESSES ARE NOW ELIGIBLE TO APPLY. EMPHASIS WILL STILL BE PLACED ON FUNDING RESTAURANTS AND PERSONAL SERVICES BUSINESSES.

IF YOUR BUSINESS APPLIED FOR A GRANT AND YOU HAVE NOT YET HEARD BACK FROM THE TOWN, YOU DO NOT NEED TO REAPPLY. YOUR APPLICATION WILL BE RECONSIDERED. NOTE THAT GRANT FUNDING IS LIMITED AND THE TOWN MAY NOT BE ABLE TO FUND ALL ELIGIBLE BUSINESSES THAT APPLY.

The Town of North Andover is providing needed financial support in the form of grant funding to small businesses hardest hit by the COVID-19 pandemic. The source of funding for this grant program is the Town's Columbia Gas Municipal Discretionary Fund; no taxpayer funds are being used.

Deadline: Applications will be accepted until noon on Friday, February 26, 2021. This deadline may be extended at the discretion of the Town if the grant funds have not been exhausted. Awards are expected to be announced by early March.

Eligibility:

Restaurants and personal services businesses are eligible for this grant. Personal service businesses include the following:

  • Hair and nail salons, barber shops, waxing salons;

  • Massage, acupuncture, and physical therapy;

  • Dog grooming and pet care;

  • Gyms, dance studios, yoga studios, and pilates studios.

NEW: Auto repair/service and retail businesses are now eligible for this grant.

Given the limited amount of funds available and the emphasis on restaurants and personal service businesses, the following entities and types of businesses are not eligible for this grant:

  • Individuals that rent salon chairs;

  • Home-based businesses;

  • National or regional chains; however franchised businesses with local ownership are eligible;

The Town has the discretion to approve or disapprove of any application but strongest consideration will be given to those businesses described above.

Use of Grants:


Eligible businesses that are awarded grant funding can use it for any purpose to support business functions/activities.


Examples: utilities, rent, equipment or inventory purchases, employee salaries/bonuses, licensing fees etc.


Grant Award Amounts:

Grant awards will be made in the following amounts:

  • $3,000 for a restaurant with an all alcohol license

  • $2,000 for a restaurant with a wine and malt license or club with an all alcohol license

  • $1,000 for any restaurant that does not hold an alcohol license of any kind

  • $1,000 for all other businesses as described above in the eligibility section

Additional Information:

  • Applications will be accepted until all funds are awarded

  • The Town has the discretion to approve or disapprove of any application it receives

  • Awardees will be asked to provide the Town with a filled out and signed W9 form.

Technical Assistance for Small Businesses: Through its partnership with the Lawrence Partnership, Essex County Community Foundation, the City of Lawrence, and the Town of Andover, the Town of North Andover is able to offer FREE opportunities for technical assistance (TA) to small businesses seeking help with how to operate during these challenging times.
