What does ARPA stand for?
ARPA stands for the American Rescue Plan Act of 2021. The ARPA is the fourth item in a COVID-19 pandemic related legislations.
When will the ARPA Guidelines be received by the Navajo Nation?
The ARPA Guidelines are expected in the first part of May to mid-May.
When do ARPA funds expire?
Coronavirus State Fiscal Recovery Fund (FRF) 12/31/2024
Housing & Urban Development funds expired 9/30/2025
Can the chapters and/or the Navajo Nation be reimbursed for utilizing Chapter and/or Tribal Funds to mitigate COVID-19?
The Navajo Nation is waiting on the ARPA Guidelines to see if reimbursed for utilizing Chapter and/or Tribal Funds to mitigate COVID-19 is allowable.
DCD ARPA Application
How many Projects can a Chapter submit?
Each Chapter can submit five (5) to eight (8) projects under the DCD ARPA Application. Additional ARPA Applications may be submitted to other Divisions or Departments depending on the type of project.
What kind of projects can be submitted to DCD?
At the current time, the following projects are being collected by DCD.
Powerline Projects
Rural Addressing (E911) Projects
House Wiring Projects
Solar Projects
Waterline Projects
Warehouse Projects
Bathroom Additions Projects
Can housing projects be submitted?
DCD has developed a separate Housing Application which will be released shortly.
Can new/renovation chapter building (Chapter House, Senior Citizen Centers, Head Start, Etc.) projects be submitted?
DCD is waiting on the ARPA Guidelines to see if chapter buildings can be included.
Can road projects be submitted?
I have never used Google Drive and I need help on how to use it and also entering the URL (web address). I needed to upload pdf supporting documents.
The chapters will have to work with the Navajo Division of Transportation on Road projects.
Will every project submitted an ARPA Proposal Application receive ARPA Funding?
The ARPA Guidelines and the exact amount of ARPA Funds that the Navajo Nation will receive have not been released by the U.S. Treasury. Once the ARPA Guidelines and the amount of ARPA funds have been released, the Navajo Nation will assess the submitted projects from multiple Navajo Nation Entities, including Chapters, Navajo Nation Divisions, Departments, Programs, Enterprises, and various other requests. The Navajo Nation requests are much higher than the amount of funding that the Tribe will receive.
So, not every request will receive funding.
Can a Chapter enter a new project not listed on the Navajo Nation ICIP on the ARPA Application Form?
Yes, the chapter can request a project that is not on the Navajo Nation Infrastructure Capital Improvement Plan (ICIP). However, Projects that are on the ICIP may be given more weight in the proposal review and ranking.
In the ARPA Application please enter "None" into the field asking for the NN ICIP #. The project can be added and updated in the Navajo Nation ICIP located in the WIND Portal and then the NNICIP # can be edited in the ARPA Application.
The Chapter's ICIP Summary Reports are the project lists that have been sent to the Navajo Nation Washington Office and to make Navajo Nation project listings available to Congressmen and Senators that have requested them or will request them.
Additional funding is expected to be passed for Infrastructure bills. Update ICIP Summary Reports will be used to request funds.

Does a chapter have to have a current Land Use Plan. I think if a chapter has their LUP Updated and current, what are possibilities of adding some additional points in the review of projects process?
The answer was "no", not a requirement. However, Projects that on the LUP may be given more weight in the proposal review and ranking.

Easiest way to do upload files to the ARPA Application is to use your Navajochapters.org email account and log in using a web browser.
Then, from the email screen, near the upper right part of the screen you should see an icon with 9 squares
Click on that and one of the choices should be Drive. Click the “Drive” icon
When the Drive screen comes up, you should see a big plus “+” icon on the top left side of the screen with "New" next to it.
Click that plus icon and one of your choices will be “file upload”. Click “file upload” and select the ARPA file you want to upload and complete the upload.
After the file is uploaded, it should appear in the listing in your Google Drive.
Next, right-click on the file in that listing and there should be some options:
Choose "Get link"
You will see a small popup window
At this point, you need to make a change to the permissions so that whoever you are sending it to can view the file.
Click on the little triangle next to where it says "Restricted" and you will see some options.
Choose "Anyone with the link"
Then click the button that says "Get link"
Now you can paste the link/URL into wherever you need to like an email or into the ICIP or wherever. Just click where you need to paste it and press CONTROL-V and it should paste the link to your file there.
APRA Application Deadline
April 28 timeline is too close. Can the April 28, 2021 Deadline be extended two more weeks?
DCD has extended the proposal submission deadline to June 9 at 5:00 pm.
Certified Chapters
Can the Navajo Nation Council and Navajo Nation President and Vice-President (OPVP) look into giving APRA Funding directly given to LGA Certified Chapters to manage their own projects?
Once the ARPA guidelines are made available the Navajo Nation Council and Navajo Nation President and Vice-President (OPVP), Department of Justice, and the Office of the Controller will review the Guidelines to determine if LGA Certified Chapters will be able to manage their own projects. It may be in the form of a grant agreement between the Navajo Nation and the chapters.
Would these LGA chapters be subject to a sub-recipent grant agreement and then would they be subjected to the Single Audit requirement?
US Treasury has not issued ARPA guidance which will help determine if LGA chapters will be allowed for direct ARPA disbursements. DOJ and OOC will interpret the ARPA procedures and guidelines. It may be in the form of a grant agreement between the Navajo Nation and the chapters. Single Audit would be required if the expenditures exceed $750,000 per the 2000 Single Audit federal requirements.
Can an LGA Certified Chapter receive another non-LGA certified Chapter their ARPA funds as a fiscal agent? The fiscal agent (LGA-certified chapter) would get the funds and then distribute funds to other chapters including non-LGA chapters. Chapters do not want to deal with the various requirements (obstacles) that Window Rock, Office of Controller, DCD or someonelse is going to put up.
To have an LGA Certified Chapter to be a fiscal agent for non-certified chapters is the question for DOJ. Again, direct disbursement to LGA Certified Chapters would be determined when ARPA guidelines are made available and when DOJ and OOC provide their recommendations if this will be acceptable.

Why are Warehouse Projects included?
During the COVID-19 Pandemic, warehouses were needed to store PPE, Food, and Water.

What is considered under the warehouse projects?
This could be a new complete structure, a renovation, or an addition to an existing structure.
Waterline & Bathroom Additions
Will DCD be duplicating the Indian Health Services SDS Lisiting or will the projects be cross referenced?
The DCD is working with Water Management Branch, IHS, NECA, and NTUA to ensure that we are not duplicating services. All project listings will be reviewed by the ARPA Partners while serving as many Navajo Clients as possible.
How will DCD ensure clients who are currently on Indian Health Service SDS Listing for over ten years are served?
The ARPA Partners are working on updating the H.I.T.T. Listing while conducting field verification of Navajo Clients from Chapter submitted projects.

Will DCD be duplicating the NTUA Lisiting by cross reference?
The DCD is working with NTUA to ensure that we are not duplicating services. All project listings will be reviewed by our ARPA Partners while serving as many Navajo Clients as possible.
