To chat with your peers and/or teacher in a Meet, you can click on the speech bubble icon (towards the top right corner of the Meet window) to open the Chat Panel, type in the field at the bottom and press enter to post a message.

Raise Your Hand!
You can click the "Raise Hand" button in the bottom Toolbar to get your teacher's/the host's attention. You can lower your "hand" by clicking on the "Raise Hand" button again in the bottom tool bar.
