Ultimate stakeholders in governance of a Nation shifted to people. This transition in India came into force after Constitution Act (73rd Amendment), 1992 on 24 April 1993.
This diversified autonomy endures stability of the political system of our Nation. It ameliorates accountability, performance, efficiency, responsiveness of the Government Planning in administration from it's snail's pace. Management of community resources, welfare state activities many more is possible by " Your Money, Your Welfare" attitude of Panchayati Raj System. It facilitates in solidarity to our Indian Diversity.
However participation in societal affairs, civic consciousness in people is lacking in present advanced societies. Also owing to rapid urban migration, urbanisation, people's participation in Gram Sabhas showing a decline. Since then, the scope of politics, corruption entered into play. This opportunity of maintaining transparency, given by this system is drained by people with involvement in monetary-politics rather sustainable-welfare.
Only way by which quality of democracy including local self government sustains in welfare promotion is by civic consciousness, applied education, community mobilisation. People's detachment with corrupt politics and developing scientific temper, forecasting goals for Sustainable Development of our Nation is what our leaders aspired at the time of formation of India.
