Received the B.S. and M.S. degrees in electrical engineering from Seoul National University in 1984 and 1986 respectively, and the Ph.D. Degree from the University of Pennsylvania in 1991.
From 1991 through 1994 he was with AT&T Bell Laboratories as a member of technical staff where he worked on network management.
In 1994, he joined the school of electrical and computer engineering at Seoul National University (SNU) and currently serves as a professor.
He has been serving as TPC members for IEEE Globecom, ICC, INFOCOM, PIMRC, HPSR, WCNC. He was TPC chair of the IEEE Vehicular Technology Conference (VTC) Spring 2014.
He is an editor for the IEEE Network Magazine (Netw, http://www.comsoc.org/netmag/) and IEEE Trans. on Vehicular Technology (IEEE TVT, http://www.it.is.tohoku.ac.jp/~tvt/). He was co-Editor-in-Chief (EIC) for the Journal of Communications and Networks (JCN, http://www.jcn.or.kr) on the editorial boards of IEEE Transactions on Wireless Communications (TWireless, http://dl.comsoc.org/twc/) and Computer Networks Journal (COMNET, http://www.elsevier.com).
He is a recipient of SBS Overseas Research Fellowship of the Year 2007. He received awards of excellent teaching and excellent performance from the Engineering college of SNU in 2010 (and 2015) and 2013, respectively. He received Haedong Scholar Award in 2012.
He served as Chief Information Officer (CIO) of Seoul National University (SNU) from 2016 to 2021, and director of IEEE ComSoc Asia Pacific Board (APB) from 2018 to 2019. He was general chair of IEEE DySPAN 2018 (Dynamic Spectrum Access and Networks), general chair of IEEE WCNC 2020 (Wireless Communication and Networking Conference), and general co-chair of IEEE ICCE (Int Conf. on Communications and Electronics) in 2020.
He served as Director of the Institute of New Media and Communications at SNU from 2008 to 2010, president of KICS (Korean Institute of Communications and Information Sciences) in 2020, and vice president of KICS from 2016 to 2017. He was chair of the IEEE ComSoc Seoul Chapter in 2011-2012.
His areas of interests include performance analysis of communication networks, smart grid, resource allocation in wired/wireless networks, and network security.
He is a member of the National Academy of Engineering of Korea (NAEK).
